Elkins Road Pump Station Force Main Replacement Question Deadline 08/07/2025 at 4:00 PM ET Questions concerning the CONTRACT DOCUMENTS will be directed to the ENGINEER, Steve Bostic, P.E., sbostic@ldainc.com. All questions will be answered by issue of an addendum. Any questions submitted after this time may be unanswered. All Bidders must be licensed Contractors as required by the Contractor's Licensing Act of 1994. Bidder's name, address, license number, expiration date and that part of classification which applies to the Project(s) and the name, address and licensing information for Masonry, Plumbing, HVAC and Electrical Contractors must be on the sealed envelope containing the executed Bid Form. All required items must be listed, with any item(s) that are not applicable to the Project in accordance with the Regulations to be marked "not applicable to this project". In compliance with the act, sealed envelopes will not be opened unless all required information is properly displayed. Contractor must comply with all "Drug Free Requirements" and the requirements of the American Rescue Plan Act (ARPA). The project is being supported with American Rescue Plan Act, Coronavirus State and Local Recovery Fund grant funding. The Caryville-Jacksboro Utilities Commission hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds or race, color, sex, or national origin in consideration of an award. The Caryville-Jacksboro Utilities Commission is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women's business enterprises to participate. A detailed list of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear on Sam.gov disbarment list. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. The work of the Contract in general consists of construction of the following sanitary sewer improvements: Base Bid: Force Main Replacement Approximately 6,600 linear feet of 12-inch HDPE force main.Bore and Jack crossing of SR63 and Elkins Road (260 total feet).Connections to existing pump station discharge pipe and WWTP influent line.Plug valves and air release valves.Connection to existing low pressure pump service line.Strap-on flow meter at Elkins Road pump station.Other appurtenances required for a complete, functional system. The allotted time for construction is 180 days. Alternate Bid: Supply and install 2 chopper pumps at Elkins Road pump station.Route and connect new pump cables to existing VFD's.Replace existing mounting bases if necessary for new pump installation.Modifications to existing wet well grout placement if necessary.Other appurtenances required for a complete, functional system.The allotted time for the Alternate Bid tasks is an additional 90 days added to the Base Bid contract. This requirement does not apply to subcontractors and material suppliers. Documents in .pdf format will be electronically transferred. Bid Security in the amount of five (5%) percent of the Bid must accompany each Bid. No bid may be withdrawn within sixty (60) days after the scheduled closing time for receipt of Bids. The Owner reserves the right to reject any and all Bids, to waive irregularities in the Bids, and to accept the bid that is in the best interest of the Caryville-Jacksboro Utilities Commission.
