Strong Communities Program 2 (SCP2) & Community Development Block Grant (CDBG) Homestead Program Lead Hazard Reduction Project 3916 10 Avenue (Homestead House), Moline, IL The City of Moline is soliciting electronic bids from qualified, Illinois-licensed Lead Abatement Contractors for a Lead Hazard Reduction Project under the SCP2 and CDBG Homestead Programs. This initiative supports the City's ongoing efforts to eliminate blight, improve public health, and advance neighborhood revitalization. Scope: of Work: This project involves lead hazard reduction and abatement in accordance with HUD regulations, State of Illinois codes, and City of Moline guidelines. The selected contractor must be licensed by the Illinois Department of Public Health for lead abatement and comply with all relevant federal, state, and local laws. All contractors and subcontractors must be properly licensed with the State of Illinois and registered with the City of Moline at the time of bid submission. The project must be completed within 45 calendar days of contract execution unless otherwise authorized in writing by the City. Bids must remain valid for 60 days from the deadline. The City reserves the right to reject any or all bids or cancel this solicitation if deemed in the best interest of the City.
