Site work for a road / highway in Breckenridge, Colorado. Completed plans call for site work for a road / highway.

The Town of Breckenridge (Town) is soliciting written bids from qualified parties for the re-painting of Town of Breckenridge Infrastructure. Infrastructure in need of painting is (4) State Highway 9 signal intersections, and various individual streetlight bases and poles (bid price per streetlight base and pole painted per specification). To be considered, interested parties shall submit a written bid by the stated deadline, meet the established criteria as described in the instructions below, and represent their intent, proven capability and true commitment. Information submitted will be subject to verification. The Town will not supply any of the required paint, tools, materials or equipment. The painting process must be completed by October 17, 2025 and each type of infrastructure must include the following specifications. Traffic signals/poles/masts/etc. within (4) intersections along State Highway 9: Painting of (4) Signal intersections along State Highway 9, within Town limits (see attached photos) Paint is to be: PSX700 high gloss high performance Painting process is to cover intersection signal pole base, intersection signal pole, signals, masts, etc. Before painting, removal of any non-TOB / CDOT stickers from pole must be completed by bidder Before painting proper surface preparation, rust converter/treatment must be performed Repair to damage caused by bidder to any fixture/signal, pole, or any other aspect of existing infrastructure is the responsibility of bidder All tape or other products used to paint must be removed from before moving on to the next location Communication with Town staff to provide project updates must occur at the end of each working day All painting must occur without overspray. Overspray occurring to any private property or other unintended Town property will be the sole responsibility of the contractor to repair to original condition When painting the importance of safety for all contracted employees, Town staff, and the traveling public is of the utmost importance to the Town. A Traffic Control Supervisor must be involved with the creation of this plan and on site at all times when work is being performed. The traffic control plan must be submitted and approved before work commences on this project. Once approved by the Town of Breckenridge Engineering department, the traffic control plan must be followed at all times while work is being performed. See below Traffic Control specifications It is a requirement the contractor work overnight when intersection infrastructure along State Highway 9 Contractor must have and provide proof of a minimum of 5 years of experience working on public works contracts for public entities in the public right of way, specifically projects involving the preparation and submittal of traffic control plans and implementation of traffic control and lane closures on public streets and/or highways Contractor must list a minimum of 3 previous contracts completed within the past 3 years of similar scope and meeting or exceeding the size of this project Contractor must provide a minimum of 3 letters of reference (or recommendation) from public entities such as cities, towns, counties, DOT's, etc. Contractor must be a Pre-Qualified contractor with the Department of Transportation for the State of Colorado at the time the bid is submitted. Failure to provide proof of Pre-Qualification with your bid shall cause your bid to be deemed non-responsive. Individual Streetlight Bases and Poles: Painting of individual streetlight bases and poles (total quantity and locations to be determined) within Town limits (see attached photo) Paint is to be: PSX700 high gloss high performance Painting process is to cover streetlight base and pole. Before painting, removal of any non-TOB / CDOT stickers from pole must be completed by bidder Before painting proper surface preparation, rust converter/treatment must be performed Repair to damage caused by bidder to any fixture, pole, or any other aspect of existing infrastructure is the responsibility of bidder All tape or other products used to paint must be removed from before moving on to the next location Communication with Town staff to provide project updates must occur at the end of each working day All painting must occur without overspray. Overspray occurring to any private property or other unintended Town property will be the sole responsibility of the contractor to repair to original condition Traffic Control: The contractor will be responsible for the complete cost to implement a traffic control plan to safely perform the work on the signal intersections in and around State Highway 9. Traffic control shall include one lane closure of SH 9 when painting overhead. Lane closures shall not exceed 500 feet in length. Lane closures shall only occur Monday through Thursday and during overnight hours. Lane closures are not to occur on Fridays, holidays, days falling sequentially to holidays, or during identified days of projected heavy traffic and or Town sponsored events. All lane closure activity by the contractor to complete work must be scheduled in advance and approved by the Town. Additionally, road closures will be required to cancel on short notice or while work is being performed if in the opinion of the Town, deteriorating weather conditions or heavy traffic volumes are creating unsafe or unsatisfactory driving conditions for the public. Lane closures shall be closely monitored and actively managed to keep traffic lanes open as work progresses and allows for. Lane closures must be removed immediately after project activities have finished for the day. All traffic control devices shall be provided by the contractor as part of this item. All traffic control and signs shall be in good repair. All traffic control devices and layout shall conform to the Manual on Uniform Traffic Control Devices (MUTCD). The Contractor shall submit a Traffic Control Plan to the Town for approval. Work shall not begin on the Project until the Contractor receives written approval of the Traffic Control Plan from the Town. The bid shall include the cost of providing a Traffic Control Supervisor (TCS) for each day of construction. The TCS shall perform traffic control management, inspection, and inspection reports, for each active day of construction. The bid shall also include, but not limited to: barrels, cones, centerline candlesticks, barricades (Type I, II, and III), fencing, sign panels, sign posts, and sign stands. Work being performed at other locations (individual streetlight bases and poles) do not require a Traffic Control plan. It is still a requirement of the contractor to communicate each day with the Town to ensure safe working conditions exist for both the contractor the public. These locations will require the contractor to adequately protect the public while work is being performed with equipment through the use of cones, barricades, and caution tape. There will be no pre-bid meeting. Bid Addendum online - 7/25/2025 @ 4.30 pm Bid Award - 7/29/2025 @ 4:30pm Project Completion - 10/17/2025 This Contract or any interest therein, may not be assigned without prior, written consent of the Town Representative. The Town may request supplemental information or clarification of stated requirements provided up until a final award is made. The Town reserves the right to reject any and all bids received as a result of this request, to waive formalities, informalities, or irregularities, technical defects or clerical errors in any bid, as the interest of the Town may require. All bids shall include a completed application. All bids must be prepared and signed by the bidder(s).Such bids become the property of the Town and will not be returned. Incomplete applications may not be considered for award. Any bids received after the time and date established as the deadline for submission shall not be considered. Any bid may be withdrawn prior to the scheduled time for opening of bids. The Town reserves the right to reject any and all bids received as a result of this request, to waive formalities, informalities, or irregularities, technical defects or clerical errors in any bid, as the interest of the Town may require. Award decisions are final. All bids shall remain firm for thirty (30) calendar days after bid opening.
