Site work for a water / sewer project in Florence, Alabama. Completed plans call for site work for a water / sewer project.
In general, the project base bid includes approximately 5,450 linear feet of 8" welded steel gas main and a connection to existing gas main. There is an alternate bid that includes approximately 350 linear feet of 8" welded steel gas main, 5,100 linear feet of 8" PE gas main, and connection to existing gas main. Questions/Discussion All questions shall be received by e-mail to Will Glenn at will@engineersofthesouth.com. Bids will be received for furnishing all labor, materials and equipment necessary to complete a project known as Mid-Ohio Water & Sewer District - Lafayette Waterline Extension. Each Bidder is required to furnish with its submission of the fully completed Bid Documents, a Bid Security in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form (Bid Guarantee and Contract and Performance Bond as provided in Section 153.57.1 of the Ohio Revised Code), must be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Those Bidders that elect to submit bid guaranty in the form of a certified check, cashier check, or letter of credit pursuant to Chapter 1305 of the Ohio Revised Code and in accordance with Section 153.54 (C) of the Ohio Revised Code. Any such letter of credit shall be revocable only at the option of the beneficiary OWNER. The amount of the certified check, cashier check, or letter of credit shall be equal to ten (10) percent of the Bid and the Successful Bidder will be required to submit a bond in the form provided in 153.57 of the Ohio Revised Code in conjunction with the execution of the Contract. Each proposal must contain the full name of the party or parties submitting the Bidding Documents and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The OWNER intends that this Project be completed no later than the time period as set forth in Article 4 of the Standard Form of Agreement Between OWNER and CONTRACTOR on the Basis of a Stipulated Price. Each Bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, national origin, handicap, ancestry, or age. All CONTRACTORs and subcontractors involved with the project shall to the extent practicable, use Ohio products, materials, services and labor in the implementation of their project. Additionally, CONTRACTOR compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. This project is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRA) as well as Build America Buy America (BABA), and American Iron & Steel (AIS). Bidders must comply with the prevailing Davis-Bacon wage rates on Public Improvements in Madison County as determined by the U.S. Department of labor, Federal Wage and Hour Division. The Mid-Ohio Water & Sewer District reserve the right to waive any informalities or irregularities. The Mid-Ohio Water & Sewer District reserve the right to reject any or all bids or to increase or decrease or omit any item or times and/or award the bid to the lowest and best bidder. Proposals shall be accompanied by a bid bond or a cashier check in an amount not less than five percent (5%) of the total bid price or $10,000 payable without recourse to the City of Florence, AL. Check or bid bond shall be provided as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fourteen (14) days after Notice of Award. The successful bidder shall furnish a performance bond in the amount of 100% of the contract price and payment bond in the amount of 50% of the contract price upon the forms provided. Performance and Payment Bonds shall be from an approved surety company holding a permit from the State of Alabama to act as surety. This project is considered a "Public Works" project and is governed by competitive bid laws as contained in Title 39 (1997) of the Alabama Code. Bidders, subcontractors, suppliers, and Bond Agents should be familiar with this code. The attention of all Bidders is called to the provisions of State law governing "General Contractor", as set forth in ALA.CODE 34-8-1, et seq. (1975), and rules and regulations promulgated pursuant thereto. Reference to Title 39-3-5,1975 (a) In the letting of public contracts in which any state, county, or municipal funds are utilized, except those contracts funded in whole or in part with funds received from a federal agency, preference shall be given to resident contractors, and a non resident bidder domiciled in a state having laws granting preference to local contractors shall be awarded Alabama public contracts only on the same basis as the non resident bidder's state awards contracts to Alabama contractors bidding under similar circumstances; and resident contractors in Alabama, as defined in Section 39-2-12, be they corporate, individuals, or partnerships, are to be granted preference over non residents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the non resident. The Owner reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the Owner, and to reject non-conforming, non-responsive, or conditional bids. No Bidder may withdraw his bid within sixty days from the date set for receiving the bids. If any person or entity contemplating submitting a bid for the proposed contract is in doubt as to the true meaning of any part of the Plans, Specifications, or other proposed Contract Documents, he may submit a written request to the Engineers for interpretations or clarifications thereof.
