The purpose of this Request for Proposal is to solicit sealed proposals to establish a contract or contracts through competitive negotiation for the provision of professional grounds maintenance services to ensure the upkeep, cleanliness, and aesthetic appearance of designated properties on an on-call basis. Question Submission Deadline: August 8, 2025, 11:00am Contact Information Jerry Amacker Procurement Officer 127 Center Street South Vienna, VA 22180 Email: jerry.amacker@viennava.gov Phone: (703) 255-6359 The Town of Vienna will consider, in determining the qualifications of an offeror, its record in performance of any contracts for the services into which it may have entered with the Town, municipal governments in the Commonwealth of Virginia or with other public bodies or corporations; and, the Town of Vienna expressly reserves the right to reject the proposal of such offeror, if such record discloses that said offeror, in the opinion of the Town, has not properly performed such contracts or has habitually and without just cause neglected the payment of bills, or has otherwise disregarded their obligations to subcontractors, suppliers or employees. The Town of Vienna will make an investigation as to the ability of the offeror to perform the work. The Town of Vienna reserves the right to reject any proposal, if the evidence submitted by, or investigation of offeror, fails to satisfy the Town that such offeror is properly qualified by experience and financial status to carry out the obligations of the contract and to complete the work contemplated therein. Conditional proposals will not be accepted. The Contractor shall provide all labor, tools, equipment, supervision, and transportation necessary to perform the following services listed below. Not all services will required per each job. A. Mowing Mow grass, weeds, and other foreign growth on designated lawn areas (front & backyards) to maintain a uniform height (3 inches unless otherwise specified). Bush hogging may be required at some properties. Remove grass clippings from sidewalks, driveways, and other paved surfaces. Avoid damage to trees, fences, irrigation systems, and landscaping features. B. Bush Trimming Trim all bushes and hedges to maintain a neat appearance and prevent overgrowth. Prune shrubs in a manner that promotes healthy growth and aligns with the landscaping design. Cut or prune vegetation back to the property boundary or one foot from any sidewalk, street, building entrance, or public right-of-way. Clearance pruning shall include the removal of branches to provide a minimum of eight (8) feet over sidewalks and 16 feet over roadways. Remove all trimmings from the site. C. Tree Trimming Trim low-hanging branches that impede walkways, driveways, signage, or entrances to a home or other building. Remove dead or diseased limbs up to [12 feet] above ground level. Ensure all trimming complies with ANSI A300 pruning standards. Parks & Recreation shall be consulted prior to pruning any tree located within the public right-of-way or on Town-owned property (not on private property), when the work involves tree heights greater than 16 feet or if a recurring issue has been identified. D. Edging Edge all sidewalks, curbs, driveways, and flower beds to maintain a clean and defined line. Perform edging with each mowing service or as needed to prevent grass overgrowth. E. Debris Removal Remove leaves, trash, litter, garbage, refuse, debris, grass clippings, branches, falling tree limbs, broken fence panels and other debris from all service areas before mowing. This may include but not limited to, discarded food and beverage containers and other food and beverage related trash which the Town constitutes as a threat to health and safety of the community. Grass clippings shall be blown from the surface of the public right-of-way onto the private property. Dispose of debris off-site in accordance with local regulations. Perform debris removal during each service visit before mowing. F. Site Triangle Within the site triangle of street intersections, vegetation needs to meet the following standard: bushes, shrubs, or tall vegetation shall be no taller than three feet in height from the top of the curb. If there is no curb, then three feet from the height of the soil grade. Pruning shall begin 25 feet from the corner. G. Root Management Address root encroachment and overcrowding to prevent damage to sidewalks, utilities, and infrastructure. H. Areas Adjacent Signs & Signals All vegetation shall be pruned beginning 25 feet from the sign or signal, providing adequate sight of the sign or signal for all traffic. Signal equipment cabinets shall be cleared of vegetation to remain accessible and to preserve the structure. I. Safety Measures Prioritize safety during all remediation activities. Ensure personnel wear appropriate personal protective equipment and adhere to safety protocols to prevent injuries and property damage. J. Communication Maintain open communication with the Town throughout the process. Provide regular updates, address concerns promptly, and obtain necessary approvals to ensure Town satisfaction. K. Downed trees If a tree is down in a yard (front or back) please contact Town staff for further instruction and review. Be prepared to provide a written quote for that tree removal. 4.3. Work Schedule & Response Time Services to be performed between 7:00 AM and 4:30 PM, Monday through Friday. No work will be performed on federal holidays unless approved by the Town. Response time should be within one week of notification. The resulting contract will cover a period of one (1) year from the date of award to June 30, 2026. At the sole discretion of the Town of Vienna, and upon mutual written agreement with the Contractor, this contract can be renewed for an additional four (4) years, in one (1) year increments, at the expiration of its terms by mutual written agreement of the Contractor and the Town of Vienna. The Town expressly reserves the right to reject any or all proposals, to waive any informalities or irregularities in the proposals received, and to accept that proposal which in its judgment, best serves the interest of the Town.
