Mills - PCB Remediation Services The Town of Mayodan is soliciting written proposals from qualified environmental remediation contractors to perform PCB remediation services at the former Washington Mills site, located at 7801 NC Highway 135 in Mayodan, North Carolina. The project includes excavation, transportation, and off-site disposal of PCB-contaminated soil in accordance with a self-implementing cleanup authorized by the U.S. Environmental Protection Agency and governed by 40 CFR 761.61(a). The Site was developed in the late 19 th century as a textile manufacturing facility which has been subject to various environmental assessments since the 1990s. Results of assessment activities in the vicinity of former power and transformer infrastructure associated with the mill have identified polychlorinated biphenyls (PCBs) in soil at concentrations above the EPA Toxic Substances Control Act (TSCA) High Occupancy Cleanup Level of 1 part per million (ppm; equivalent to milligram per kilogram [mg/kg]). Remediation Services will be conducted within four semivegetated excavation areas (EX-1 through EX-4) located adjacent to the west of an unimproved road. Refer to the attached figures for detailed location information. Contractor services will include site preparation, vegetation debris removal, delineation sampling support, excavation and off-site disposal of PCB-contaminated soil, site restoration, and verification sampling support. Prior to excavation activities, the Contractor will install erosion and sediment controls, designate exclusion zones, and mobilize equipment to prepare the work areas. A brush pile (approximately 15 cubic yards) located within the PCB Cleanup Area must be removed prior to access and characterization of underlying soils.
