MSU Infrastructure Planning and Facilities (IPF) Base Contractors will be held to bid on MSU construction projects and provide construction services in compliance with MSU Construction Standards and drawings as advertised through the MSU IPF Base Contractor process on an asneeded basis The selected low bidder on an advertised project will have total responsibility for the execution of projects, based on the design documents and MSU Construction Standards. All services will be provided in accordance with university practices and procedures. Projects will be subject to Public Act 110 of 2024 (Prevailing Wage). Contractors and their subcontractors will be required to submit certified payroll with all pay applications. All work will be performed under the contracts specified in the bidding documents. Regular participation in the bidding process is mandatory. Repeated nonparticipation will be grounds for removal from the MSU IPF Base Contractors list until such time as re-advertisement. Contractors are expected to be familiar with university policies, procedures, and MSU Construction Standards. The prime contractor as an MSU IPF Base Contractor shall only use approved MSU IPF Base Contractors for general trades, controls, mechanical, and electrical services. Timely payment to subcontractors and suppliers is mandatory. A maximum of five contractors per trade will be selected. The list will be maintained for three years, at which time MSU IPF will re-advertise for these services. Further, the University reserves the right to waive irregularities in this process, at its discretion. The method of Contractor Selection has not been Determined at this time.
