The City of Sulphur Springs, Arkansas requests qualifications from professional engineers licensed in the State of Arkansas to provide services for the preparation of preliminary plans, cost determinations, and project execution for a proposed wastewater rehabilitation project, contingent upon the successful award of grant funding. Design services may encompass the entire project lifecycle, including early concept development, feasibility analysis, detailed design, construction-phase assistance, and final project closeout. The services must ensure integrated, regulation-compliant solutions aligned with the goals of the wastewater rehabilitation project. An engineering services contract and associated payment will be provided only if the grant application, due in October 2025, is successfully awarded. All proposals will be evaluated based on specialized experience and technical competence, performance, capacity and capability to perform the work, and familiarity with the project area. Negotiations will commence with the respondent receiving the highest total evaluation score. The City reserves the right to waive any informalities or reject any or all responses.
