CR Number: 2124941 design, procurement, and installation of a ground mounted solar array system to be installed at the Town of Westport Department of Public Works Highway Garage, located at 245 NYS RTE 22, Westport, NY 12993. The bid must include a full set of plans, specifications sheets for all components that make up packaged Photovoltaic Systems, as well as the purchase, delivery and installation of the system Minority and Women-Owned Business Enterprises (M/WBE) businesses are strongly encouraged to participate in this state funded project. The Town of Westport is an equal opportunity employer. All bids submitted in response to this notice shall be marked "SEALED BID- WESTPORT HIGHWAY - SOLAR ARRAY INSTALL" clearly on the outside of the envelope with the bidder's name and address. Each bid must be prepared in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of five percent (5%) of the total amount of the bid. Or the Contractor can opt to provide a $50,000 cash deposit to the Town of Westport in lieu of a Bid Bond. The successful bidder will be required to furnish a Performance Bond and a Payment Bond in the statutory form of public bonds required by Section 137 of the State Finance Law, each for one hundred percent (100%) of the amount of the Contract. The Town of Westport is the recipient of a NYSERDA Clean Energy Communities Program Grant, contract agreement #23834, in the amount of $100,000.00 for the installation of a 30kW solar array at 245 NYS Rte. 22, Westport, NY, 12993. The Town expressly reserves the right to waive any irregularities in or to accept any bid or to reject any and all bids or to award any or all items. No bidder may withdraw his/her bid within twenty-five (25) days after the actual date of the bid opening. The Town of Westport affirmatively states that in regard to any contract entered into pursuant to these instructions, without regard to race, color, sex, religion, age, national origin, disability, sexual preference or Vietnam Era veteran status, disadvantage and minority or woman-owned business enterprises will be afforded equal opportunity to submit bids in response hereto. Town of Westport reserves the right to reject any and all bids not considered to be in the best interest of the Town, and to waive any technical or formal defect in the bids which are considered by the Town to be merely irregular, immaterial, or unsubstantial. The contractor must complete the installation and commissioning of the solar array within 120 calendar days from the issuance of the Notice to proceed. Delays beyond this period may result in penalties unless granted and extension by the Town of Westport.
