Reference Number 0000298786 Question Acceptance Deadline 2025/08/01 03:00:00 PM EDT The Consultant shall provide comprehensive geothermal consulting services to support the implementation of an open-loop geothermal system. The work includes test drilling design and oversight, full system design, tendering support, permitting coordination, and (coordinate with prime consultant during construction. 1. Open Loop Test Drilling 1.1. Prepare Test Well Specifications (1 supply test well, 1 injection test well and 1 well to be located between the supply and injection locations) Drilling, sampling, and testing methodologies Well casing materials and sealing details Well development procedures Sampling requirements for groundwater quality Step-drawdown pumping tests (both wells) 24-hour constant-rate pumping tests (both wells) 5-hour injection test (injection well) 1.2. Review of Tender Submissions from Drilling Contractors Note: Drilling contractor to be procured by Western University Review for compliance with specifications Assess experience with open loop well installations Review contractor qualifications and references 1.3. Pumping Test Registration Prepare a Pumping Test Design Report as required by MECP Register the planned testing program with MECP in advance of fieldwork 1.4. Site Observations Attend site during test well drilling, sampling, and testing activities Provide written Site Observation Reports documenting field progress and findings 1.5. Test Summary Report Prepare a report of the test drilling and pumping test program Include geology, hydrogeology, aquifer performance, water quality, and initial recommendations 2. Open Loop System Design 2.1. Design of Supply and Injection Wells Finalize well design based on test results and building loads (Coordinate with consultants) Prepare specifications and construction drawings for production wells Perform thermal modeling of wellfield system Develop long-term operating criteria for the system 2.2. Design of Pumping and Distribution System Confirm optimal flow rates and operating conditions Specify pumps, drop pipe, flow control valves, and monitoring instrumentation Design piping from wells to building mechanical systems. Prepare drawings and technical specifications to be included in the building tender package (coordinate with Prime consultant) 3. Tendering Process Support 3.1. Support for Drilling Contractor Procurement Recommend a shortlist of pre-qualified geothermal drillers Respond to questions during the tender period Review and report on drilling contractor submissions 3.2. Construction Contractor Tender Coordinate inclusion of final open loop design in tender package Respond to RFIs and clarifications during the bidding process (coordinate with Prime Consultant) 4. Construction Phase Services 4.1. Construction Administration Provide construction-phase support from start to completion Conduct periodic site visits during well installation and pump commissioning Issue Site Review Reports and field memos 4.2. Pumping Test Analysis Analyze results of full-scale supply and injection well tests Evaluate aquifer characteristics (e.g., transmissivity, flow direction, temperature) Confirm long-term yield and injection capacity Assess groundwater quality for compatibility with system components 4.3. Final System Design Confirmation Validate final system sizing and performance assumptions Update drawings and specifications as needed Coordinate changes with prime consultant 5. MECP Regulatory Approvals 5.1. Hydrogeological Reporting Prepare a Hydrogeological Report for MECP Include all required aquifer performance and impact analysis 5.2. Final Applications Prepare and submit: Permanent Permit to Take Water (PTTW) Environmental Compliance Approval (ECA) Respond to review comments and coordinate revisions as needed 6.
