Bids must be submitted on the standard Proposal Form provided by the City of Asbury Park in the manner designated therein, and must be enclosed in a sealed envelope bearing the title of the bid, name, and address of the bidder on the outside; addressed to Tracy Lizardi, Director of Purchasing, and delivered to the above address at the date and time set at the place herein. The City of Asbury Park is not responsible for any hand delivered or the third party delivered bids which do not arrive at the proper time or location. Please include one hard copy of the proposal and a digital copy on a media (CDR, DVD, flash drive, etc.) of bidder's choice, which will not be returned. All documents contained in this package must be returned to the City of Asbury Park in their original form. No substitutions, alterations, or modifications of any of the bid documents are permitted. A person bidding on a contract for the erection, alteration or repair of a public building, structure, facility or another improvement to real property, the total price of which exceeds $100,000.00 shall furnish a guarantee as provided for herein. The guarantee shall be in the amount of 10% of the bid, but not in excess of $20,000.00, except as otherwise provided herein, and may be given at the option of the bidder, by certified check, cashier's check or bid bond as per N.J.S.A.40A:11-21 et seq. It is required that the bid guarantee must be accompanied by a surety company certificate (known as a Consent of Surety) duly authorized to do business in this State and satisfactory to the City of Asbury Park, stating that such surety company will provide the bidder with a guarantee bond or other surety as a guarantee indemnification. Failure to include this item will mandate rejection of a bid. The City of Asbury Park requires that a bidder awarded a contract, which exceeds $29,000.00 submit a Performance Bond in the full amount of the award from a Company doing business in the State of New Jersey. This bond shall be made to the City of Asbury Park and shall be held as security for the performance of the construction period from notice to proceed to completion of the project. The Performance Bond shall be submitted within ten (10) days of the date of the award letter. Failure to submit Performance Bond shall be cause for declaring the contract null and void pursuant to N.J.S.A.40A:11-22. Bidders must comply with regulations of the "New Jersey Local Public Contract Law", Affirmative Action regulations P.L. 1975, c127. (N.J.A.C. 17.27), the New Jersey Prevailing Wage Act 12:60-1 et seq. P.L.1963, chapter 150 (N.J.S.A.34:11-56-1 et. seq. and.N.J.S.A.34:11-56.25 et. seq.) and the New Jersey Contractor Business Registration Act N.J.S.A.52:32-44(P.L.2004, c57) Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. The City Council of the City of Asbury Park reserves the right to consider bids for sixty (60) days after receipt thereof, and further reserves the right to reject any and all bids, waive informalities, and make such awards or take action as may be in the best interest of the City of Asbury Park. Any questions regarding the requirements associated with submission of a proposal may be directed, in writing, to the Director of Planning and Redevelopment, Michele Alonso, at michele.alonso@asburypark.gov no later than August 5, 2025. The "Site" consists of a series of properties within the Springwood Avenue Corridor, 1219, 1407, 1505 Springwood Avenue and 61-63 Ridge Avenue in Asbury Park, New Jersey: - 1219 Springwood Avenue (Block 1103, Lot 49), approximately 3,075 square feet (0.07 acres) - 1407 Springwood Avenue (Block 1004, Lot 5), approximately 3,750 square feet (0.09 acres) - 1505 Springwood Avenue (Block 1001, Lot 1), approximately 6,395 square feet (0.15 acres) - 61-63 Ridge Avenue (Block 901, Lots 5&6), approximately 3,180 square feet (0.07 acres) The Contractor will be held to have examined the Project Area before submitting a Bid for the work and to be fully aware of the existing conditions under which the work will be done or that will in any way affect the work under this contract. No allowances will be made in this connection for error or negligence on the part of the Contractor. A Pre-Bid Meeting is not scheduled as all properties are visible from the public right of way. However, all prospective respondents are highly encouraged to view the properties and have an understanding of the surrounding area. Although a visit is non-mandatory, respondents will be held responsible for incorporation of existing conditions, which may be discoverable by viewing the properties, into their pricing. Execution of the contract by the Contractor shall constitute a representation that the Contractor has visited the site and has become generally familiar with the local conditions under which the Work is to be performed.
