The Housing Authority of the City of Hartford (the "Authority") is issuing this Invitation for Bids (""IFB") seeking to contract with one Contractor (the "Contractor") to provide full maintenance service for a total of six (6) elevators at 4 locations within Hartford, CT. The maintenance service is required 24/7, 365 days per year and will include preventative maintenance to assure the highest level of performance possible. The Contractor will also provide repair parts and labor on an hourly, on-call basis for one wheelchair lift located at the Authority's Kent Apartments complex. Scheduled maintenance is required for the wheelchair lift. Any obligations of those submitting bids in response to this IFB ("Bidders") continue to be obligations of Contractor(s) when awarded. Contractor shall carry out all inspections, maintenance and repairs in accordance with all then applicable recognized industry practices, codes, laws, rules and regulations. Term Contract. The term of the contract resulting from this solicitation (the "Contract") will be for three (3) years commencing on the date of award. Upon satisfactory completion of the initial term of the Contract, the Authority may extend the term of the Contract for two additional one year terms at its sole option at the prices initially bid by each successful Contractor. The Authority shall provide Contractor with written notice of its intent to extend the Contract at least ninety (90) days prior to the expiration of the then current Contract term. The Contract is contingent upon continued funding availability from one or more sources including federal funds. In the event that funds are not available at any time during the Contract term, the Authority reserves the right to cancel the Contract. In such event, each Contractor will be paid for satisfactory services provided to date of cancellation. A pre-bid meeting has not been scheduled for this IFB. In the event of any violation of the provisions set forth in paragraph 6(a), the Contractor and any subcontractor responsible therefor shall be liable for the unpaid wages. In addition, such Contractor and subcontractor shall be liable to the United States (in the case of work done under contract for the District of Columbia or a territory, to the District or to such territory), for liquidated damages. Such liquidated damages shall be computed with respect to each individual laborer or mechanic, including watchmen and guards, employed in violation of the provisions set forth in paragraph (a) of this clause, in the sum of $10 for each calendar day on which such individual was required or permitted to work in excess of the standard workweek of 40 hours without payment of the overtime wages required by provisions set forth in paragraph (a) of this clause. The Authority reserves the right to verify any and all information provided in each bid. If there is evidence of misleading or false information, the Authority may, in its discretion, reject the Bidder's submittal.
