DESCRIPTION OF WORK: The WORK includes the repair and rehabilitation of deteriorated concrete surfaces and application of a chemical resistant coating system. in the chemical storage area at the Polonio Pass Water Treatment Plant (WTP). Repairs will be made to the reinforced concrete pedestal for sodium hydroxide (caustic soda) pump, and the sumps for aluminum sulfate (alum) and caustic in the upper deck of the chemical storage area. Repairs to the lower floors along the gutters and the sumps of the lower containment areas of the alum and caustic. The WORK will be performed just prior to the scheduled 2025 fall shutdown of the WTP. Repair and rehabilitation of the concrete surfaces includes the removal of loose, damaged, or chemically degraded mortar, surface preparation, and the application of high performance, cementitious repair mortars to restore structural integrity and surface profile. Following the mortar repairs, a chemical resistant coating system shall be applied to the rehabilitated concrete surfaces. The purpose of the coating is to protect against future degradation due to prolonged exposure to the high corrosivity of alum and caustic soda used in the water treatment process. All WORK shall be performed in accordance with applicable standards for concrete repair and the application of chemical resistant coating, and the manufacturer guidelines for both the repair mortar and the protective coating system. SITE OF WORK: The site of the WORK is located on the Polonio Pass, or California State Route 46, CA between Lost Hills and Paso Robles. The plant is located approximately 2 miles off the South side of California State Route 46; 28 miles East of Paso Robles and 33 miles West of Lost Hills, located at 5250 Antelope Road, Shandon, CA 93461. More specifically, the WORK will be conducted at the upper deck and lower containment areas of the chemical storage area at the water treatment plant. SUBSTANTIAL COMPLETION OF WORK: The WORK on the upper deck of the chemical containment area shall be completed within the week prior to the scheduled WTP shutdown. All WORK must be substantially completed prior to the end of the 2025 fall shutdown of the WTP, fifty-one (51) calendar days after the Notice to Proceed is issued. The Notice to Proceed will be issued a minimum of 30 calendar days prior to the scheduled shutdown. The bid must be submitted on the forms provided and must be accompanied by a bid guarantee. The bid guarantee must be in the form of a certified check cashier's check, or bid bond, which serves as a guarantee that the bidder will, if successful, promptly comply with the Instructions to Bidders and execute the Agreement and furnish bonds as required by the specifications. The bid guarantee shall not be less than ten percent (10%) of the total amount of the bid and shall be payable to the Central Coast Water Authority. Certified checks submitted by the recipient of the Notice of Award will be deposited when received and refunded upon receipt of a Performance Bond and Payment Bond. A bid will not be considered unless one of the allowed forms of Bidder's Security is enclosed with it. The Bidder shall guarantee the Total Bid Price for a period of sixty (60) calendar days from the date of bid opening. The Bidder may withdraw its Bid at any time prior to the date and hour set for opening of proposals upon presentation of a written request to David Beard, Deputy Director, Central Coast Water Authority, 255 Industrial Way, Buellton, CA 93427, signed by an authorized representative of the Bidder or by the person filing the Bid. CONTRACTOR'S LICENSE CLASSIFICATION: In accordance with the provisions of California Public Contract Code Section 3300, the OWNER has determined that the Bidder shall possess a valid Class A, General Engineering Contractor, a Class C-33, Painting and Decorating Contractor License, and SSPC QP-1 certification, field coating application certification, at the time of the bid opening and at all times during the performance of the WORK. Failure to possess the specified licenses and certification shall render the Bid as non-responsive and shall act as a bar to award of the Contract to any bidder not possessing such license at the time of the bid opening. CALIFORNIA PREVAILING WAGE RATE REQUIREMENTS: The CONTRACTOR is required to pay prevailing wage rates pursuant to California Labor Code Section 1720 and following, Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations Copies of such prevailing rates of per diem wages are on file at the CCWA office, which copies shall be made available to any interested party on request. The CONTRACTOR shall post a copy of the Director's determination of such prevailing wages at each job site. All communications relative to this Project prior to opening of Bids shall be made in writing to the address, telephone, and facsimile number listed below. Interpretations of the Contract Documents will be in the form of an addendum to the Contract Documents and, when issued, will be sent as promptly as practical to all parties to whom the Contract Documents have been issued. All such addenda shall become part of the Contract. Question Deadline 08/15/2025:No oral interpretations will be made to any Bidder as to the meaning of the Contract Documents. Requests for an interpretation shall be made in writing and delivered to David Beard, Central Coast Water Authority, drb@ccwa.com no later than five (5) days before the time for opening the Bids.
