The University of California, Merced is soliciting Statements of Qualifications consulting firms with extensive experience submit written statements of qualifications for commissioning services. The University of California, Merced plans to construct Classroom and Office Building 3 (COB 3), an approximately 36,000 ASF facility, with completion anticipated in late 2027. COB 3 is a strategic initiative designed to support campus growth by facilitating the implementation of 12 new undergraduate majors and minors and will include three major instructional venues: a large performing arts auditorium, a round lecture hall, and a medium case-style lecture hall. It will complete the Social Justice Quad, serving as a central hub for the School of Social Sciences, Humanities, and Arts (SSHA), and providing academic advising, and tutoring services. A prominent feature will be the CAPE (Center for Analytic Political Engagement) program, located on the first floor, designed to foster active political discussions and engagement among the campus community and visitors. The building is required to meet LEED Platinum certification and aligns with UC Merced's commitment to diversity, equity, and inclusion by reducing unintentional bias, and fostering a sense of equity and belonging among occupants. By campus policy, proposals for joint or associated ventures will not be considered for this project. If two firms wish to combine in a project team, one firm must be proposed as a sub-consultant to the other SCOPE OF SERVICES The University is seeking an experienced Commissioning Agent (CxA) with a proven track record on similar projects of this size and type to perform preconstruction and construction services. The delivery method for the project is Design-Build and we expect the Commissioning Agent to work close with the University and Design-Build team to ensure we optimize our performance, energy efficiency, sustainability and maintenance requirements for the new building while maintaining our schedule. The CxA shall oversee the commissioning process led by the Design-Build Team and Design-Build Team's Commissioning Agent. CxA shall participate in coordination meetings, commissioning meetings, training in operation and maintenance of systems, subsystems and equipment, testing meetings, demonstration of operation of systems, subsystems and equipment and review and approve all final commissioning documents. CxA is responsible for developing OPR documentation in collaboration with the University and review OPR, DPP and project design at 50% construction documents and submittals. CxA is responsible for conducting initial construction-phase coordination meetings and establishing tentative schedules for operation and maintenance submittals, training sessions, TAB work and project completion. For enhanced commissioning, perform design review and attend warranty walk. CxA is responsible for collecting and reviewing commissioning plan, system manual for LEED-EAC3 Enhanced Commissioning Requirement, test checklists and report forms, compile final commissioning report and review commissioning LEED credits. The University will convene a Screening Committee to review submissions and select. The University reserves the right to schedule interviews prior to selection. The University reserves the right to request any further documentation that it deems appropriate and necessary for the screening and selection process. University will have the right, but is not required, to waive nonmaterial irregularities in a Request for Qualifications. The method of Contractor Selection has not been Determined at this time.
