New Smyrna Beach Utilities is issuing this Request for Qualifications to select a Design-Build Contractor (DBC) to provide comprehensive design and construction services to deliver a fully functional and operational project. The scope includes all necessary design, engineering, permitting, procurement, construction and commissioning activities to meet NSBU requirements. The existing subaqueous cable will be replaced by directional drill methods to install suitable pipe. The vendor should determine the size of the electrical pipes, spec all cable and accessories, and submit to NSBU for approval. The existing subaqueous cable is currently comprised of 23KV electric, water, and wastewater pipes. Ratings must be provided by the vendor in addition to recommending options of structure size, structure material and subsequent pricing for each option. The vendor must keep in mind that all materials must be con-corrosive. The future installation must include one water and one wastewater pipe. The sizing of the water and wastewater piping is currently being hydraulically modeled by NSBU. NSBU will provide the required diameters of these pipes. Electric requirements are two full conduits and two spares. The DBC shall plan for the underground conductor to at a minimum, meet the specs of the following conductor: 1000KVmil Copper,25KV EPR Insulated, 1/3 neutral 100% Insulation. The existing infrastructure must stay in service throughout construction, and a minimal duration Return To Service (RTS) outage plan is required for cutover.
