Hazardous Structure Demolition and Removal Services The Larimer County Community Development Department is requesting quotations with the intention of contracting with one or more companies for the following Services and/or Goods: Larimer County Community Development Department would like to enter into an agreement with one (1) or more Contractors who will, as needed, provide demolition and/or debris management services. There is no minimum guarantee of work. The County is requesting proposals from qualified and experienced demolition and/or debris management companies for the purpose of removing hazardous structures. SCOPE The Contractor shall, at a minimum, provide, perform, and/or furnish the following: Perform a pre-demolition survey. Create a Demolition Plan and provide a Project Specific Proposal for each structure to be demolished. Your plan must include details on how your company will approach and accomplish the demolition as well as materials and equipment to be used. The demolition management plan should also include details such as how the debris will be removed. Preventing the release of harmful pollutants is of the utmost importance; your Demolition Plan and Safety Plans need to specifically address how you plan to prevent debris release. Your Project Specific Proposal must include detailed pricing for all resources used, with a Gross Maximum Price (GMP) for each specific project. Create, follow and monitor a Contractor's Safety Plan is being followed. A Safety Plan is necessary to demonstrate the safety policies and procedures for all persons that will be on scene and/or working the site. The Safety Plan must be compliance with FEMA, OSHA, Fish and Wildlife Services and all Federal, State of Colorado and local laws. Manage and ensure the Contractor's Asbestos Abatement Plan is being followed for each structure being demolished. Contractor must perform an inspection of each structure to determine the level of existing contamination, if any; it is anticipated that there may be structures containing Asbestos Containing Materials (ACMs). There may be some structures which the Larimer County Building Official deems too dangerous to enter, these structures will need to be treated as ACM structures. The name of the asbestos testing firm your company will use needs to be listed in your proposal. Contractor's Asbestos Abatement Plan must comply with Colorado Department of Public Health and Environment (CDPHE) rules and regulations regarding demolition. Contractors should supply proof in their proposal that their plan complies. The results of these tests must be provided in written form to Larimer County prior to start of demolition activities. Removal and disposal of all ACMs must be in accordance with, Contractor's Asbestos Plan, Asbestos Abatement Specifications, the federal Clean Air Act, and all implementing regulations. It is stipulated and required that all collected debris be taken to an appropriate disposal site per the Contractor's Disposal Plan. Contractor must identify the disposal sites for ACMs and non ACM debris Landfills may charge extra for certain types of disposal (i.e. electronics like TVs, computers, items containing Freon, etc.); it is the sole responsibility of the Contractor to know all possible fees and include them in their pricing. Materials with Freon or other refrigerants must be disposed of properly. Transport demolished materials properly and dispose of them. Contractor shall supply Larimer County with a copy of all landfill and disposal receipts. Promptly dispose of demolished materials and do not allow demolished materials to accumulate on site. Contractor will be liable for all fees associated with disposal of all debris. Possess or obtain a Larimer County specialized trade license, where required. Obtain all permits and pay fees as required to complete the demolition; demolition permit must include Larimer County Contractor license number. Provide and be responsible for all expertise, materials, tools, equipment, transportation, traffic control, supervision, and all other services to ensure the timely, proper, and compliant demolition of the structure, hauling, and disposal of the materials/debris. Contractor must break up and haul away all foundations. The Contractor must appropriately cover the foundation area with clean fill to ensure that there is no threat to public health or safety once the structure is removed; restore the site to natural grade. Coordinate with utility providers to cap, terminate, and/or remove all utilities. Drain, purge, or otherwise remove, collect, and dispose of chemicals, gases, explosives, acids, flammables, or other dangerous materials before proceeding with demolition operations. Conduct demolition operations and remove debris to ensure minimum interference with roads, streets, walks, and other adjacent occupied and used facilities. Conduct demolition operations to prevent injury to people and damage to adjacent buildings and facilities. Do not close or obstruct streets, walks, or other adjacent occupied or used facilities without permission from Larimer County and/or the authorities having jurisdiction. Provide alternate routes around closed or obstructed traffic ways if required by governing regulations. Ensure safe passage of people around demolition area. Erect temporary protection such as walks, fences, railings, canopies, and covered passageways, where required by authorities having jurisdiction. Protect existing site improvements, appurtenances, and landscaping to remain. Use water mist, temporary enclosures, and other suitable methods to limit the spread of dust and dirt, making sure to comply with governing environmental protection regulations. Do not create hazardous or objectionable conditions, such as ice, flooding, and pollution, when using water. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas. Clean adjacent buildings and improvements of dust, dirt, and debris caused by demolition operations. Return adjacent areas to condition existing before start of demolition. Limit hours of operation to Monday through Friday during the hours of 7:00 a.m. to 6:00 p.m. Special hours of operation outside the normal hours must be approved by Larimer County. Limit noise pollution at all times to prevent objectionable conditions. Do not burn demolished materials. Attend and contribute to progress meetings with the County as requested. Document and keep records as required by state and federal regulations, or as specified by Larimer County. The Contractor will be expected to provide traffic control as needed at their own expense. Traffic control must meet current standards set by the Colorado Department of Transportation (CDOT) and the current Manual or Uniform Traffic Control Devices (MUTCD). All Traffic Control Supervisors and flaggers must have a current certification and be able to provide proof of such when on the job In addition, all workers within the right-of-way must wear class 2 reflective safety vests at all times. Contractor's proposal should list all traffic control pricing/cost in detail. Use mechanical equipment to load and reasonably compact debris prior to hauling for disposal. Contractor cannot keep, donate or give away any items from the demolition site. Contractor shall remove and haul from the site all excess materials, debris, and equipment belonging to the Contractor. Any damage (e.g. damaged surrounding fencing, damaged road surfaces, excessive tire furrows, mud tracked onto pavement, etc.) resulting from the Contractor's activities shall be required to be fixed by the Contractor to Larimer County's satisfaction at no expense to Larimer County. An addendum is a document that answers questions and/or provides additional information. Addenda may change one or more pieces of this D-RFQ. AWARD AND CONTRACT This solicitation will be awarded to the vendor with the most responsive, responsible, reasonable quotation meeting all specifications and deemed the best fit and most advantageous to Larimer County. To assist in the decision for award: interviews may be held, background checks may be performed, references may be contacted, and other inquiries may be taken to determine the abilities of the vendor. A formal agreement will be awarded to the vendor with the most responsible, responsive, reasonable quote, deemed the best value, best fit, and most advantageous to Larimer County (Interviews may be held, and references may be contacted, to assist in the decision for award). A Sample of Larimer County's Agreement is included with this Request for Quotation as Attachment B - Agreement. The term of the agreement shall be for one (1) year from the date the agreement is executed. The County, at its sole option, may offer to extend this Contract for up to Four (4) additional one-year terms. The extension option may be exercised providing satisfactory service is given, and must be mutually agreed upon in writing, by and between the County and the Award Vendor.
