General Information 1.0 Scope of Work The contractor shall repair the existing well at the Quemado Lake Recreation site to restore full water functionality. Work shall include removal and replacement of failed components, installation of new hardware, electrical connections, and testing. In addition to the well system replacement/repair, the contractor shall perform limited roadway rehabilitation to enable safe transport and operation of equipment that is required for the work. All work must comply with applicable federal, state, and local regulations. Contractor is responsible for all labor, tools, equipment, permitting, and materials. 2.0 Background The current well system at Quemado Lake is inoperable and requires repair. This project ensures reliable water access for the public and USFS personnel. The recreation site is scheduled to open by May 10th, and failure to restore water service will delay this opening indefinitely. A traditional competitive procurement would exceed the time available to complete installation before peak season. The delay in site opening would: Impact public health and safety (no water supply) Cause loss of program revenue Damage public perception and service reliability Increase the risk of unauthorized access and environmental degradation due to unmanaged visitation Below is a photo of the site.
