The Ontario Place Combined Sewer Overflow 1 Stage 2 Project ("CSO-1-2") is to be delivered under the Construction Manager at Risk model to provide construction management services including preconstruction consultation and construction works. Combined Sewer Overflows ("CSO") are municipally-owned infrastructure that are designed to manage excess storm water and sewer overflow during intense storm events, by diverting sewage and storm water into Lake Ontario. To accommodate the redevelopment of Ontario Place, one of the CSO structures, CSO-1, requires modification and re-alignment through a two-stage approach. The first stage is the CSO-1-1 Interim Solution project that modifies the existing CSO-1 to create a temporary outfall location at the dock wall of the Toronto mainland shore. The CSO-1-1 Interim Solution project will be completed prior to the commencement of the second stage CSO-1-2 Permanent Solution Project, which is the subject of this RFQ and will construct new CSO-1 pipes extending from the dock wall to its final configuration into Lake Ontario. This RFQ intends to shortlist qualified Applicants for: The construction of Stage 2 Permanent Solution Project (CSO-1-2), which includes construction of new CSO pipes (Four 1500mm diameter HDPE pipe) from the temporary CSO-1-1 outfall location to discharge into Lake Ontario south of the Western Channel (approximately length of 600-650m). The rating of the HDPE pipe is not yet available and more details will be provided at the RFP stage. The Construction Manager may be required to conduct Operation and Maintenance activities for the CSO-1-1 temporary outfall until full completion of the CSO-1-2. These Operation and Maintenance activities include regular inspection of the turbidity curtains surrounding the CSO-1-1 temporary outfall and clean-up of CSO discharge within the Western Channel following a CSO-1 overflow event. During delivery of the project, the Construction Manager will be expected to additionally report back to the Owner and obtain approval a minimum of 2 weeks prior to proceeding with any public-facing (publicly visible) construction activities. Official bid documents must be obtained from www.merx.com January 5, 2026 Infrastructure Ontario and the Ministry of Tourism, Culture and Gaming (MTCG) have issued a Request for Proposals (RFP) for construction management services to re-align and extend the combined sewer overflow at 955 Lake Shore Boulevard West for the Ontario Place redevelopment project. Two teams were shortlisted based on criteria identified in a Request for Qualifications (RFQ) process that began in June 2025. Selection criteria included design and construction capability, experience, qualified personnel and financial capacity to deliver a project of this size and scope. The shortlisted teams are: - Clearway Construction Inc. - EllisDon Civil Ltd. The teams will now prepare proposals detailing how they will deliver the project. Once submissions have been received, Infrastructure Ontario and MTCG will evaluate the proposals, select a preferred team and negotiate a final contract. A third-party fairness monitor will oversee the entire procurement process.
