Site work and new construction of a military facility in Kingsport, Tennessee. Conceptual plans call for the construction of a military facility; and for site work for a military facility.

Architect-Engineer (A-E) Design Services are sought for the development of a new Lacquer Preparation Facility and Chemical Storage Tank Farm at Holston Army Ammunition Plant (HSAAP) in Kingsport, Tennessee. The facility will support the production of plastic-bonded explosives (PBX) and is critical to expanding the Department of Defense's energetic materials manufacturing capacity. The selected A-E firm will provide a 30% design package leveraging existing infrastructure, including system engineering documentation, value engineering reports, utility tie-ins, and cost estimates. The facility must support annual production of 15 million lbs. of RDX, 2.5 million lbs. of HMX, and 13 million lbs. of IMX. Capabilities of the new facility will include receiving and storing solvents and polymers, grinding and dissolving polymers into lacquer, and loading lacquer into mobile wagons for transport. The contract will be firm-fixed price, with a performance period not to exceed 300 calendar days from award, and design completion expected by November 2026. The magnitude of construction is estimated between $100 million and $250 million. Small business participation is required through subcontracting. Firms must submit qualifications using GSA Standard Form 330, and those involved in design are prohibited from participating in construction contracts for the same project. Selection criteria include specialized experience in legacy system modernization, automation integration, chemical process engineering, and regulatory compliance; professional qualifications across multiple engineering disciplines; past performance; capacity to accomplish the work; and knowledge of the locality. Secondary criteria used as tie-breakers include geographic proximity to HSAAP, volume of DoD contract awards, and small business participation.
