The U.S. Army Corps of Engineers--Norfolk District intends to issue a Request for Proposal (RFP) for the construction of a new water intake facility and pump station at Holston Army Ammunition Plant. This project will be solicited under full and open competition as a Design-Bid-Build (DBB) contract, using the Best Value, Trade-Off Continuum (BVTO) Source Selection evaluation method in accordance with FAR 15.101. The applicable NAICS code is 237110 - Water and Sewer Line and Related Structures Construction, with a Small Business Size Standard of $45 million. The Government plans to award one Firm-Fixed-Price (FFP) contract. Location: Holston Army Ammunition Plant, 4509 West Stone Drive, Kingsport, TN 37660. Evaluation of offers will be made using the Best Value Trade-Off (BVTO) process in accordance with FAR Part 15, and a contract will be awarded to the best overall (i.e., best value) proposal that is determined to be most beneficial to the Government; with appropriate consideration given to the evaluation factors.
