The SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION (SCDOT) on behalf of Horry County requests a letter of interest and a proposal containing qualifications from all interested consulting firms experienced in providing engineering services for the development and delivery of traffic engineering, preliminary roadway, right of way plans, final roadway construction plans and associated design/coordination services for the US 17 Bypass at S-1315 (Robert Grissom Parkway) Interchange Improvement project in Horry County. Requested services include but are not limited to: project management, surveys, traffic analysis, roadway design, hydrology/hydraulic design, geotechnical services, utility coordination, development of preliminary/final right of way plans, development of final construction plans, pavement marking and signing plans, maintenance of traffic plans, construction phase services, engineers estimate/project specific special provisions and other related duties deemed necessary. SCDOT intends to select and negotiate a contract with one consultant team for development of this project. The project team should be capable of providing all services outlined above. SCDOT will perform all contract negotiations; however, the final contract will be executed between the selected firm and Horry County. SCDOT reserves the right, in its sole discretion, to reject any and all RFP responses if SCDOT determines that such rejection is in the best interest of the State of South Carolina.
