Purpose: The City of Winchester is soliciting proposals from qualified firms to provide labor, materials, equipment, transportation and quality control and management for professional on-call materials and construction related testing services to the City of Winchester for various capital improvement projects. The types of construction projects will include, but are not limited to the following: Water treatment plant and dam rehabilitation improvements Wastewater treatment plant improvements Water distribution system improvements Sanitary sewer collection system improvements Sanitary sewer lift station improvements Storm drainage system improvements Roadway improvements Traffic related improvements Building improvements This Request for Proposal (RFP), plus the resulting agreement, shall be consistent with, and governed by the Act, the Virginia Public Procurement Act (VPPA). This award may be awarded to one or more firms. Term of Contract: The original contract term shall be five (5) years from date of award. The City reserves the right to cancel and terminate this Contract, without penalty, upon ten (10) days written notice to contractor. This contract may be renewed for: Five (5) twelve (12) month period. Question Deadline 09/05/2025 at 2:00 PM ET Should an offeror find discrepancies in or omissions from the specification or request for proposal, he/she shall use the Question and Answer (Q&A) tab on online to submit all inquiries.Only questions answered by formal written Addenda will be binding; oral and other interpretations or classifications will be without legal effect. The right is reserved, as the interest of the City of Winchester requires, to revise or amend the specifications prior to the date set for opening proposal; the opening date may be postponed if deemed necessary by the City's Purchasing Agent. Such revisions and amendments, if any, will be announced by written Addenda to the specifications. In addition, the City of Winchester reserves the right to accept or reject any proposals, in whole or in part, cancel the bid at any time prior and to waive any informality. Offeror will not be compensated for the cost of proposal preparation whether or not an award is consummated. The City will not be responsible for untimely submissions due to personal or company internet or hardware limitations, settings or restrictions, internet speed, power outage, network connection, or use of a malfunctioning electronic device, or the like, neither the City, nor the Software Administrator, will be held responsible. Proposers shall be solely responsible for ensuring the capability of their computer system while responding to this RFP, and for the stability of their internet service. Uploading large documents may take significant time depending on the size of the file(s) and the Internet connection speed that the Proposer is using to submit a response. Failure of the Proposer to successfully submit an electronic proposal before the deadline indicated herein shall be at the Proposer's sole risk, and no relief will be given for late and/or improperly submitted proposals.
