Solar PV Installation - 63.8 kW System Project Overview Wolfe County Fiscal Court is soliciting sealed bids for the design-compliant installation of a 63.8 kW solar photovoltaic system, consisting of: o 116 PV modules (modules compliant with SHPO and BABA requirements) o 60 optimizers o 1 inverter This system represents the final design approved by the State Historic Preservation Office (SHPO) and must be installed in accordance with federal, state, and local requirements. 2. Scope of Work The selected contractor will be responsible for: o Procurement and delivery of BABA-compliant equipment o Installation of 116 PV modules, 60 optimizers, and 1 inverter o Electrical connections and interconnection with existing systems o Commissioning and testing of the system o Coordination with utility provider for net metering (if applicable) o Ensuring all labor and materials meet current SHPO, NEC, and AHJ regulations 3. Federal Compliance Requirements 3.1 Build America, Buy America (BABA) Requirements This project is funded in part with federal assistance and is subject to the Build America, Buy America (BABA) provisions under the Infrastructure Investment and Jobs Act (IIJA). All iron, steel, manufactured products, and construction materials must be produced in the United States as defined under BABA guidelines unless a waiver is obtained. Bidders must certify their ability to comply with BABA standards. Supporting documentation (e.g., country-of-origin certificates) must be included in the bid. 3.2 Davis-Bacon Act (DBA) Requirements This project is subject to the Davis-Bacon Act (DBA). All laborers and mechanics employed by contractors and subcontractors must be paid wages at rates not less than those prevailing on similar construction in the locality, as determined by the U.S. Department of Labor. Contractors shall: o Submit certified payroll records o Comply with labor classification requirements o Ensure subcontractor compliance 4. Contractor Qualifications Bidders must demonstrate: o Valid state electrical contractor license o Experience with at least 3 similar-sized PV installations o Familiarity with historic property requirements (if applicable) o Proof of bonding, liability insurance, and worker's comp coverage 5.
