Demolition, site work, paving and new construction of a mixed-use development in East Saint Louis, Illinois. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
This project requires 19% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 21, 2025,s at 9:00 AM at the Region Five/District Eight Office in Collinsville. Phase I engineering services are required to prepare a Project Report for the replacement of the Martin Luther King (MLK) Bridge. This project will entail the replacement of the structure carrying Martin Luther King Dr over the Mississippi River and constructing a new structure and associated roadway work. Phase I engineering services required for this project are anticipated to include the preparation of the Project Report, environmental review, Bridge Condition Report, hydraulic report, Location Drainage Study, Subsurface Utility Engineering (SUE), public involvement using Context Sensitive Solutions, traffic management plan (TMP), route surveys, preliminary structural design and all other work necessary to complete Phase I and obtain Design Approval. Type, size and location (TSL) drawings will not be included in this contract. The Prime firm must be prequalified in the Location Design Studies (New Construction/Major Reconstruction) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
