This project requires 27% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 23, 2025, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase III engineering services are required for construction contract 64R72, US20 reconstruction from Mill Road to 0.3 mile east of the Kishwaukee River, including reconstruction of structures carrying US20 over the Kishwaukee River, reconstruction of Mill Road from 600 feet south of US20 to 1,000 feet north of US20 on a new alignment, reconstruction of 350 feet of Service Road on a new alignment and resurfacing remainder of Service Road, resurfacing ramps from northbound I-39 to I-90, new sidewalk along Mill Road, and new storm sewer along US20 and Mill Road. The Consultant must provide sufficient staff to perform all engineering services required to complete the project in accordance with departmental guidelines. This may include, but is not limited to all on-site construction inspection, documentation of pay quantities and related forms for record keeping, Construction & Materials Management System (CMMS) documentation, onsite Quality Assurance material testing, night-time inspection as needed, verification of construction layout including GPS work for layout and documentation, As-Built Survey, submittal of pay estimates, change orders, and all other work required to complete the project in a timely manner. The Consultant will be responsible to ensure contractors complete the work in accordance with the plans and specifications. It is anticipated the department will do all off-site material inspection for the project, and the Consultant will do all on-site material inspection and documentation, including CMMS Materials documentation and PCC Quality Assurance testing as needed. Work orders may include the preparation of contract plans for various projects involving roadway, bridge repairs and improvements, drainage improvement plans, preparation of miscellaneous roadway plans and structure details, lighting plans, traffic signal plans, ADA ramp details, review of plans by Consultant and local agency consultants for roadway and rehabilitations projects, obtaining pavement composition cores for resurfacing projects and geotechnical borings for structure design, geotechnical reports, and providing supplemental roadway and bridge deck surveying for various projects. The primary focus of the scope of work order will be contract plan preparation for roadway related projects. A significant volume of tasks will involve extensive Accessible Pedestrian Signals (APS). The selected Consultant is expected to meet the department's need by ensuring that a considerable portion of work is dedicated to the completion of signal-related tasks. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
