Ontario Ranch consists of approximately 8,200 acres, while the general direction of flow is from north to south and east to west. The service area will be the western portion of Ontario Ranch, south of Riverside Drive and west of Vineyard Avenue, encompassing approximately 4,000 acres. The sewer flows within the proposed service area are estimated to be 8 to 9.5 million gallons per day (mgd) while the estimated average day recycled water demand ranges from 4 to 5 mgd. Feasibility Study Evaluate infrastructure alternatives 1) Evaluate and recommend treatment technologies to produce up to tertiary treated Title 22 recycled water. 2) Determine sizing and capacity of wastewater treatment plant to serve west Ontario Ranch for sewer treatment and anticipated recycled water needs 3) Determine footprint area for wastewater treatment plant. 4) Evaluate the suitability of potential properties available. 5) Determine sewer influent conveyance needs in conjunction with existing and master-planned sewer infrastructure. 6) Determine recycled water distribution infrastructure needs in conjunction with existing and master-planned recycled water system infrastructure. 7) Prepare applicable cost estimates. Local Agency Formation Commission (LAFCO) - Review requirements related to: boundary changes, sphere of influence studies, service reviews, special district consolidations, out of agency service agreements, and adoption of local policies. Joint Powers Authority (JPA) - Review requirements to create an entity allowing two or more public agencies to jointly exercise common powers, in order to provide public services more efficiently and in a cost-effective manner. Environmental Requirements - Identify environmental review requirements such as California Environmental Quality Act (CEQA). Permitting - Identify any required regulatory approvals needed from the Regional Water Quality Control Board (RWQCB), state agencies, local agencies, any other pertinent agencies, along with operational requirements. The City has established a local preference to vendors located within the City limits of Ontario a 2% advantage in the City's determination of low bid, and a 1% advantage of vendors outside the City but within the County of San Bernardino.
