Proposals must be submitted electronically online through the City's e-Procurement Portal, online and must be filled out completely. Proposals shall not contain any conditions, limitations or provisions of the Work to be done. No oral, telegraphic or telephonic Proposals or Modifications shall be considered Question Submission Deadline: August 20, 2025, 3:00pm. This Project constitutes a "public works" project within the meaning of California Labor Code section 1720 and is subject to the prevailing wage laws. Proposer should familiarize itself with the prevailing wage provisions in Article 13 (Statutory Requirements) of the City's General Conditions. The City of Santa Monica's Living Wage Ordinance, Santa Monica Municipal Code Chapter 4.65 ("Living Wage Ordinance"), requires the payment of Minimum Wage for work done on any Contract over a certain threshold to any worker who does not actually work as a manager, supervisor or confidential employee, and who is not required to possess an occupational license. The established Minimum Wage includes an annual adjustment each July 1st by an amount corresponding to the previous calendar year's change in the Consumer Price Index for Urban Wage Earners and Clerical Workers in Los Angeles, Riverside and Orange Counties. The parties agree that in the event Contractor violates any of the non-discrimination policies set forth herein, City shall be entitled, at its option, to the sum of five hundred dollars ($500) pursuant to Civil Code Section 1671 as liquidated damages in lieu of canceling, terminating or suspending this Agreement. The City reserves the right to reject any and all Proposals. Proposers will not be released on account of errors except that the City reserves the right to waive any minor irregularity or informality in any Proposal. Proposals may be rejected if they show any alteration in form, additions not called for, conditions or alternative proposal, incomplete proposal or irregularities. The City reserves the right to reject any and all Proposals. The method of Contractor Selection has not been Determined at this time.
