Site work and paving for a mixed-use development in Centralia, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The proposed work is officially known as "City of Centralia Lead Service Line Inventory" for the City of Centralia, Illinois. The project shall include two scenarios for identifying service line material. Scenario 1 is identifying service line material in non-pavement areas. The contractor shall vacuum soils to the service line; the contractor shall identify the material of service line 5' on each side of the meter pit. Once the service line is identified, the contractor shall backfill the hole with sand and place 1' of topsoil then seed the area of disturbance. The contractor shall also identify the service connection material. The City shall observe each vacuuming to ensure no damage is caused to the service. The contractor shall include in the scope the above materials, labor, equipment, etc. needed to complete the work at the bid unit price EACH for Scenario 1 pay item. Both holes are counted as a unit. Scenario 2 is identifying service line material in a pavement area. The contractor shall remove the pavement (Saw cuts included) and vacuum aggregate or soil material to the service line; the contractor shall identify the material of service line 5' on each side of the meter pit. Once the service line is identified, the contractor shall backfill the hole with sand and place 4" of aggregate and 6" of PCC pavement. The contractor is responsible for finishing concrete pavement to existing conditions approved by the City of Centralia. The contractor shall also identify the service connection material. The City shall observe each vacuum to ensure no damage is done to the service. The contractor shall include in the scope above all materials, labor, equipment, etc. needed to complete the work at the bid unit price EACH for Scenario 2 pay item. Both holes are counted as a unit. It is anticipated that a Notice of Award of a contract will be issued within 30-to-45 days of the date bids are received and that a Notice to Proceed will be issued within 10 days of the date of the Notice of Award if contractor provides proper insurance and bonding in a timely manner. Each proposal shall contain the name of every person or firm interested in the same and shall be accompanied by a bid bond, bank cashier's check, bank draft or certified check for not less than five (5) percent of the amount of the bid. A surety bond for the full amount of the award is required. The City of Centralia reserves the right to reject any or all bids, waive or not waive any informality in the bids, and to accept any bid which it deems most favorable to the City.
