Renovation of an educational facility in Altadena, California. Completed plans call for the renovation of a educational facility.
The Pasadena Unified School District (District) issues this Request for Qualifications and Proposals (RFQ/P/P), as authorized by Public Contract Code section 17250.61, et seq., to retain a qualified firm/team for the design-build services required for the construction of Franklin Elementary School ("Project"). All prospective design-build entities that seek to contract with the District to perform the Project must respond to this RFQ/P. The Project construction cost is estimated to be between $17M and $18M. BACKGROUND This project replaces the two core buildings lost during the Eaton Fire at Franklin Elementary School--the Multipurpose Room with Kitchen and the Administration Building. Covered walkways and utility lines were also damaged and removed during the U.S. Army Corps of Engineers' emergency demolition response. The rebuild is needed to return the campus to operational use and serve as swing space for the Madison Elementary modernization, scheduled for Summer 2026. PROJECT DESCRIPTION The proposed project will construct new permanent facilities at Franklin Elementary School using a Design-Build delivery method. The scope includes reconstruction of the administration and multipurpose buildings, kitchen infrastructure, covered walkways, and utility connections. Additional improvements include new IT infrastructure, furniture and equipment, and required path-of travel and code upgrades. All associated soft costs, such as architectural and engineering services, DSA coordination, inspections, and contingency, are included in the project budget. The successful design-build entity shall be required to furnish a 100% Performance Bond and a 100% Payment Bond for the construction portion of the Project. *The value for this project is based on a financial range.
