Site work and renovation of a mixed-use development in Toronto, Ontario. Completed plans call for the renovation of a clubhouse / community center; and for site work for a parking garage.

Question Deadline 09/22/2025 at 4:00 PM ET Toronto Community Housing Corporation (TCHC) is seeking a Vendor for the provision of construction services for the St. James Town open space landscape improvements and garage restoration at 200 Wellesley Street East. TCHC will be awarding all phases to the lowest total priced Proposal (excluding HST). This RFP Category of Work is categorized as Construction. The scope of work in this RFP is sub-categorized as Landscape Construction and Structural Construction Work. The City of Toronto ("City") has partnered with TCHC to turn the open space adjacent to 200 Wellesley Street East into a public park. Both TCHC and the City are jointly overseeing the project. The project area is bordered by St. James Avenue to the north, 200, 214, 222 Wellesley Street East to the south, Bleecker Street to the west, and Ontario Street to the east. Most of the proposed public park is above an underground garage at 200 Wellesley Street East. The underground garage restoration will also take place as part of this project. As part of the concept development for this site an extensive public consultation process was undertaken. The design for the open space was created based on community feedback gathered in 2017-2018 and will include: a. Natural play area b. Water play area c. A large open lawn d. Lots of new planting The Work is to be completed in four (4) phases, and the Proponent must bid on all phases. All phases will be awarded to one (1) Proponent. The corresponding timeline for the phased construction is targeted as follows: a. Phase 1 - completed December 31, 2026 b. Phase 2 - completed December 31, 2027 c. Phase 3A - completed December 31, 2028 d. Phase 3B - completed December 31, 2028 As part of the RFP process, proponents will be required to demonstrate their team's experience and capabilities through a set of rated criteria. Proponents will be evaluated based on their experience, staff qualifications, and ability to coordinate and execute a complex project with a high quality of service. TCHC will be contracting directly with the Proponent which identifies as the Prime Contractor. Both the Prime Contractor along with the company's proposed Subcontractor (either garage restoration or landscape), if applicable, will be evaluated through the mandatory stage and technical stage (rated criteria).
