The City of Hamilton is seeking to retain the services of a qualified professional consultant team to research, consult, develop and deliver an Integrated Active Transportation Plan (IATP). The completed plan will combine the vision of the Cycling Master Plan (CMP), Pedestrian Mobility Plan (PMP), Recreational Trails Master Plan (RTMP) and the Accelerated Active Transportation Implementation Plan into one comprehensive document. This will require the engagement of the residents of Hamilton and will continue to build support for pedestrian, trail, micromobility and cycling infrastructure in the city. It is desired to use innovative methods to exceed the norms for community engagement aimed at building upon the success of previous efforts to creating a sustainable and multi-modal culture. The Successful Proponent will possess the requisite technical and non-technical skills to deal with complex matters to be addressed and will be required to work directly with City staff, Councillors, citizens, external agencies, and stakeholders in a professional manner. The IATP is intended to increase cycling and walking and to also explore mobility options for all users for both recreational and commuter purposes. The project must follow the Municipal Class EA process. The intent of this Terms of Reference (TOR) is to describe the desired minimum specifications of work which can be completed within eighteen (18) months of purchase order issuance to the Successful Proponent The goal of the plan is to create an integrated strategy that will increase the number of active travel trips by creating a safer more equitable and efficient active transportation network to enable the mobility of residents and visitors to walk, cycle and use a wide variety of mobility devices in Hamilton for any purpose regardless of their age, ability, or income. The active transportation use will be coupled with recreational trails to further provide residents and visitors with access to Hamilton's unique natural features, transportation connections, and opportunities to recreate in various ways.
