Renovation of a municipal facility in Richmond, Texas. Completed plans call for the renovation of a municipal facility.
Major Items of work Include: The existing building at 1517 Thompson Road, in Richmond Texas will be converted into a new City Hall. The City Hall will include City Commission Chambers, a Municipal Courtroom, jury room, an Emergency Operations Center and administrative offices for city staff. BIDS received after the closing time will be returned unopened. Each BID shall be accompanied by a bid security, in the form of a Bid Bond or Cashier's Check, in an amount not less than 5 percent of the total amount bid, as a guarantee that the successful bidder will enter into a proper Contract and execute Bonds and Guaranty on the forms provided within 10 days after the date CONTRACT DOCUMENTS are received by the CONTRACTOR. Bid securities will be returned to all but the three most qualified, responsible bidders within 7 days after opening of BIDS, and the latter's bid securities will be returned after complete execution of the contract. a. Under this Contract, CONTRACTOR shall furnish all materials, appliances, tools, equipment, transportation,services, and all labor and superintendence necessary for the construction of the Work as described in these TECHNICAL SPECIFICATIONS and as shown on the DRAWINGS, also referenced as PLANS, and all Contract changes approved by the OWNER. The completed installation shall not lack any part that can be reasonably implied as necessary to its proper functioning or any subsidiary item that is customarily furnished, and CONTRACTOR shall deliver the installation to OWNER in operating condition. b. Work, in general, under this Contract consists of furnishing, installing and constructing all structures, equipment, and materials, including appurtenances, as indicated on the DRAWINGS. A. General: The extent of fire alarm system work is as shown and scheduled and includes, but is not limited to, providing a system with the following functions and operations: 1. Provide a complete distributed microprocessor based, 24 volt dc, closed circuit, electrically supervised, addressable device multiplexed fire alarm, and communication system to be wired, tested, and left in first class operating condition. The system shall include, but not be limited to, a control panel with reserve standby power, voice communications system, annunciators, manual alarm stations, ceiling smoke sensors, duct smoke sensors, heat sensors, addressable input and output devices, sprinkler water flow switches, valve supervisory switches, audible and visual alarm indicating devices, raceways, wiring and all hardware and software as required to effect an operational system as herein specified. Each alarm device shall be individually addressable. 2. The system shall operate as a non-coded, continuous sounding system which will sound alarm devices until manually silenced, as herein specified. The assessment was conducted utilizing generally accepted Phase I industry standards, using American Society for Testing and Materials (ASTM) Standard Practice E 1527-13. This assessment is based on the evaluation of the information gathered, laboratory analyses of samples collected (when required), and accessibility at the time of the assessment. The Scope of Work included an evaluation of: Interviews with individuals knowledgeable about the Project for the purpose of gathering information regarding the potential for contamination at the Project. o Available pertinent documents obtained by EMG or provided by the client. Reasonably ascertainable federal, state, and local records in an effort to identify sites of known or suspected hazardous waste activity located at or near the Project. o The Project history in an attempt to identify possible ownership(s) and/or uses, as identified through review of reasonably ascertainable standard historical sources. o The physical characteristics of the Project, as identified through review of reasonably ascertainable topographic data, wetlands, soils, geology, and groundwater data. o Current Project conditions (as applicable) as they pertain to the presence or absence of: facility storage tanks, drums, containers (above or below ground), etc., transformers and other electrical equipment which utilize fluid which may potentially contain PCBs, the use of hazardous materials/chemicals and petroleum products, and/or the generation, treatment, storage, or disposal of hazardous, regulated, or medical wastes. o An evaluation of information contained in programs such as the NPL, SEMS, CERCLIS, SHWS, RCRIS, SWF, LUST, and other governmental information systems within specific search distances of the Project. This evaluation was performed to identify sites that represent a recognized environmental condition. The regulatory agency report provided is based on an evaluation of the data collected and compiled by a contracted data research company. The search is designed to meet the requirements of ASTM Standard Practice E 1527-13. The information provided is assumed to be correct and complete. o Visual observation of the adjacent properties to identify high-risk neighbors and the potential for known or suspected contamination to migrate onto the Project.
