Site work and paving for a mixed-use development in Orchard Lake, Michigan. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

This is a Request for Proposal (RFP) for concrete curb and gutter and Detail M Opening repairs along EB and WB Perry St between The Loop and Walton Blvd. Work under this contract will require removal and disposal of existing concrete curb and gutter, installation of concrete curb and gutter, Detail M Opening, catch basin adjustment, providing traffic control, and other defined work. The State recommends reading all RFP materials prior to preparing a proposal, particularly these Proposal Instructions and the Vendor Questions Worksheet. Bidders must follow these Proposal Instructions and provide a complete response to the items indicated in the table below. References and links to websites or external sources may not be used in lieu of providing the information requested in the RFP within the proposal. Include the bidder's company name in the header of all documents submitted with your proposal. Work not completed by the completion date or within the specified time frame will incur liquidated damages at the rate specified in Section 15 Liquidated Damages. Contractor represents and warrants: (a) Contractor is the owner or licensee of any Contract Activities that it licenses, sells, or develops and Contractor has the rights necessary to convey title, ownership rights, or licensed use; (b) all Contract Activities are delivered free from any security interest, lien, or encumbrance and will continue in that respect; (c) the Contract Activities will not infringe the patent, trademark, copyright, trade secret, or other proprietary rights of any third party; (d) Contractor must assign or otherwise transfer to the State or its designee any manufacturer's warranty for the Contract Activities; (e) the Contract Activities are merchantable and fit for the specific purposes identified in the Contract; (f) the Contract signatory has the authority to enter into this Contract; (g) all information furnished by Contractor in connection with the Contract fairly and accurately represents Contractor's business, properties, finances, and operations as of the dates covered by the information, and Contractor will inform the State of any material adverse changes;(h) all information furnished and representations made in connection with the award of this Contract is true, accurate, and complete, and contains no false statements or omits any fact that would make the information misleading; and that (i) Contractor is neither currently engaged in nor will engage in the boycott of a person based in or doing business with a strategic partner as described in 22 USC 8601 to 8606. Michigan Department of Transportation (MDOT), Oakland Transportation Service Center is seeking a Prequalified Maintenance Contractor to perform concrete curb and gutter repairs, including Detail M opening repairs, along eastbound and westbound Perry Street between The Loop and Walton Boulevard. The Contract will require removal and disposal of existing concrete curb and gutter, installation of concrete curb and gutter, Detail M openings, catch basin adjustment, providing traffic control, and other work in accordance with these Contract Provisions, Attachments, and referenced Documents (the "Contract Activities"). Question Deadline 08/08/2025 at 3:00 PM ET - Deadline for bidders to submit questions about this RFP. Anticipated date the State will post answers to bidder questions on online 5:00 p.m. Eastern August 11, 2025. Event Bid Description: In addition to submitting documents in a modifiable format, the bidder may also submit copies of documents in PDF. Attachment file size is limited to 6 MB per document. Bidder's failure to submit a proposal as required may result in disqualification. The proposal and attachments must be fully uploaded and submitted prior to the proposal deadline. Do not wait until the last minute to submit a proposal, as the online system requires the creation of an account and entry of certain information, in addition to uploading and submitting the materials. The online system will not allow a proposal to be submitted after the proposal deadline identified in the solicitation Closing On/Closing Date fields (Summary view/Detail view), even if a portion of the proposal has been uploaded. Anticipated contract begin date September 2, 2025 Work completion deadline November 15, 2025. The State reserves the right to issue a Notice of Deficiency to bidders if the State determines after the proposal deadline that a portion of the RFP was deficient, unclear, or ambiguous. Failure to respond to a Notice of Deficiency timely may be cause for disqualification. CLARIFICATION REQUEST. The State reserves the right to issue a Clarification Request to a bidder to clarify its proposal if the State determines the proposal is not clear. Failure to respond to a Clarification Request timely may be cause for disqualification.
