Renovation of a military facility in Hampden Township, Pennsylvania. Completed plans call for the renovation of a military facility.
NAVFAC B311 First Floor HVAC, NSA Mechanicsburg, PA AE Contract No: N40085-22-D-0003 This is a Design-Build (DB) construction project which the work includes removal of the existing heating, ventilation and air conditioning (HVAC) units, and installation of new HVAC units serving the 1st floor as indicated on the contract documents. The work includes replacement of outdoor units, indoor units, branch circuit boxes, refrigerant piping, variable refrigerant flow (VRF) control systems, wall thermostats, supports and accessories on the first floor. Additionally, the work includes removal of energy recovery ventilation (ERV) ground mounted units, supports, duct insulation, diffusers, grilles and controls. The project includes installation of new 4-pipe fancoil system serving the spaces where VRF and minisplits were removed and associated components and infrastructure. The work includes the installation of new dedicated outdoor air system (DOAS) units to replace the ERVs. These will be supplied by the same hydronic cooling and heating source as the fancoil system; rebalance the indoor airflows at each room. These systems will be designed to comply with the electrification mandate, using heat pumps as the source of heating water. The incidental work includes removal and installation of new electrical and fire alarm systems and modification of finishes and ceilings to support the HVAC system modifications. The building will be occupied during the duration of construction and the Contractor will be required to adhere to the phasing requirements of the contract. Liquidated Damages - Construction (Sep 2000): (a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $978.00 for each calendar day of delay until the work is completed or accepted. (b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause. The Contractor shall be required to: (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 835 calendar days after notice to proceed. The time stated for completion shall include final cleanup of the premises. An offer guarantee is required in accordance with FAR 52.228-1 Bid Guarantee. See Section 00 70 00 - Conditions of the Contract of the basic contract. *A hard copy of the bid bond is required from awardee*. Performance and payment bonds shall be required within 10 calendar days after award of a task order in accordance with FAR 52.228-15 Performance and Payment Bonds - Construction (JUN 2020). Section 01 00 00 - General Requirements of the basic contract. Technical proposals are not required in response to this request. RFIs must be submitted in writing to Michael Walton at michael.j.walton6.civ@us.navy.mil and Nathan Dallas at nathan.r.dallas.civ@us.navy.mil no later than 5 calendar days after the site visit. Site visit description: Contractors with NSA Mechanicsburg DBIDs will assemble at the main entrance on the west side of Building 311A at 09:30 am. Attendees requiring a day pass shall apply for one at the North entrance pass office by 8:30 am with their completed 5512, REAL ID compliant driver's license, and vehicle registration/insurance if driving on base. Failure to provide the names of the attendees by the indicated deadline will result in access being denied. Any person that is not on the list for site visit will not be granted access.
