Outside of Sealed Envelope should be clearly marked "Home HVAC System Repair and Replacement Work" for the Northumberland County Weatherization Program. All Proposals must include a guaranteed installation and work completion time of two weeks for non-emergency work and 48 hours for emergency work (18 hours if it is a lifethreatening situation). The County of Northumberland reserves the right to reject any or all proposals or parts thereof and to waive technicalities as it deems best in the interest of the County of Northumberland. Proposals may be held by the County of Northumberland for a period not to exceed sixty (60) days from the date of opening of proposals for the purpose of reviewing the proposals and investigating the qualifications of the Bidders, prior to awarding of the contract at a Commissioner's public meeting. Services include all necessary labor, materials, and other services for the proper installation of furnaces, air conditioners, repairs and/or retrofits as assigned by the Weatherization Department. Locations will vary throughout Northumberland County as clients are approved. These projects will be funded by DOE, LIHEAP and other special funding programs as provided to the County by the State Department of Community and Economic Development (DCED). Prospective clients will be interviewed, and approved by the Weatherization Department. Once approved, work will be directed to the selected contractor(s) by the Weatherization Department. Proposals that are faxed or emailed to Northumberland County cannot be accepted.
