Statements of Qualifications for Design-Build Services for district-wide roof and HVAC replacements and renovations. This request for qualifications (RFQ) solicitation does not commit the Board of Education to award a contract, to pay any cost incurred in the preparation of a response to this RFQ, or to procure our contract for these services. Pursuant to N.C.G.S. 143-64.31, the Board of Education will use a "qualifications-based" selection process without consideration of fee during the initial phase in hiring Design Build (DB) firms. The Board of Education's primary purpose in using the DB process is to utilize fasttracked design and construction services to deliver quality construction in an economical and efficient manner. The Board of Education believes the DB delivery method will provide a greater return on investment while also delivering a high quality, turn-key facility that will enhance the educational opportunities of the students utilizing the facility. For informational purposes, this RFQ includes the following information on the following items: 1. Project site: Yadkin County School District ("Yadkin County Schools"), Yadkin County, North Carolina. 2. Project scope: District-wide roof and HVAC replacements and renovations. 3. Anticipated project budget: Estimated up to $15,000,000.00. 4. Project schedule: Over multiple years as funds become available. Qualifications Selection Criteria and Criteria Weighting An Evaluation Committee will evaluate the proposals using the following criteria. In selecting the design-builder, the selection committee will review and consider the information submitted by responders to this RFQ. That information shall include the following: 1. A profile of each responder that includes its history, form of ownership, location, description of services provided, and size and record of successfully completed projects without major legal or technical problems. 2. The resume of each key person represented on the design-build team, including areas of licensure (with license numbers) and qualifications. 3. Examples of experience in each of these areas: a. Successfully completed projects similar in scope to the proposed project. b. Successfully delivered design-build projects. c. Collaboration among team members. 4. Examples of recent experience with estimating project costs. Include examples of design-build projects with comparison between initial design-build estimate and final cost. Include the design fee percentage you are proposing to charge for this project and examples of other design fees for similar projects your team has delivered in the past. 5. Examples of recent experience in adhering to project schedules. Include examples of design-build projects with comparison between initial schedule and final delivery. 6. Understanding of the project location as exhibited by past experience in the geographic area and/or within the Yadkin County Schools. Indicate your proximity to the project area. 7. Quantifiable description of current workload and available resources to successfully complete this project. 8. Description with examples if applicable of the process for successfully delivering this proposed project. Address each phase of the project (design, pre-construction, and construction). Include (a) strategy for pre-qualifying construction subcontractors and obtaining competitive bidding. (b) practices and procedures to ensure quality, and (c) other factors that may be applicable. 9. Certifications: a. A letter from your surety company, dated within the last 30 days and signed by its attorney-in-fact or its agent licensed to do business in North Carolina verifying its willingness to issue sufficient payment and performance bonds for this project on your behalf and verifying your capability and capacity to perform successfully this project based on your current value of work. Surety company bond rated A or better under the A.M. Best Rating system or The Federal Treasury List. b. HUB Participation: Describe the program or plan that you have developed to encourage participation by HUB firms to meet or exceed the goals set by the Yadkin County Schools. Please explain how you will address minority participation in its management levels. Include a HUB plan in the proposal. Provide documentation of HUB participation that you have achieved over the past three (3) years on both public and private construction projects. Outline specific outreach efforts that you will take to notify HUB firms of opportunities for participation in the project. Indicate the minority participation goal that you expect to achieve for the project. c. Written certification by the design-builder that each licensed design professional included as part of the team was selected based solely on qualifications and without regard to fee. Include evidence that a qualifications-based selection (QBS) process was utilized. 10. Additional information as requested by the owner or deemed appropriate by the design-builder. Selection Factors An Evaluation Team will consider the following criteria in evaluating proposals pursuant to applicable policies of the Yadkin County Schools. These categories may not be weighed equally, but rather on importance and significance to this project. The Board of Education will select the responder that is deemed most qualified and provides the greatest value for this project. Evaluation Criteria A-Experience with designbuild projects for K12 schools 20 B-Experience with the construction/modification of K12 buildings 20 C-Past performance on similar projects 15 D-Training and experience of the firm, especially in school-related projects 15 E-Methodology behind selection of subcontractors using bidding process 10 F-Timely completion of projects within established budgets and time constraints G-Any other factors the Board of Education, Superintendent, and/or Evaluation Team deem relevant Total Points Possible to Be Earned 100 1) Local preference for resident (NC) firms: Resident firms may receive preference in procurement of design-build, architectural, and subsequent subcontractor selections. A resident firm is a firm that has paid unemployment taxes or income taxes in North Carolina and whose principal place of business is located in North Carolina. 2) Notice of the Board of Education's rules, ordinances, or goals, including goals for MWBE and small business participation: The Board of Education encourages use of small; women and Historically Underutilized Businesses however no specific percentage has been approved for this project; the state goal of 10% minority business participation shall prevail unless otherwise approved prior to bidding. All Board of Education Policies and Procedures shall apply to this contract. 3) Each responder shall submit with its proposal an explanation of its project team selection consisting of either: a. List of licensed contractors, licensed subcontractors and licensed design professionals the design-builder proposes to use on the project, OR b. A list of the licensed contractors and design professionals whom the design-builder proposes to use for the project's design and construction and an outline of the strategy the design-builder plans to use for open subcontractor selection based upon the provisions of Article 8 of Chapter 143 of the General Statutes.
