The City of Madera is soliciting proposals from qualified vendors to provide biosolids removal and hauling from the City's Wastewater Treatment Plant and disposal (for composting, land application or landfill application) services in accordance with this Request for Proposal (RFP). This RFP is expected to result in a five-year contract. The intent of this RFP is to identify a qualified vendor that can consistently provide biosolids hauling and disposal services in compliances with all applicable regulations while offering competitive pricing to the City. Online Q&A Yes Q&A Deadline 08/21/2025 5:00 PM (PDT) The City owns and operates a Wastewater Treatment Plant (WWTP) with a sludge dewatering facility located at 13048 Road 21 1/2 , Madera, CA 93637. The wastewater biosolids produced at the City's wastewater treatment facility must be processed under strict guidelines promulgated under the Environmental Protection Agency's (EPA) Title 40 CFR, Part 503 Biosolids Rule and the City's Waste Discharge Requirements (WDR) permit as issued by the California Regional Water Quality Control Board (CRWQCB). The sludge treatment and dewatering facilities at the City's WWTP operate 365 days per year and consists of sludge conditioning and loading facilities, 3 heated anaerobic digesters, and 2 sludge dewatering centrifuges producing up to 210 tons of Class B dry cake biosolids per month. The two sludge dewatering centrifuges each operate with a sludge feed capacity of 80 to 100 gallons per minute. The centrifuges are designed to produce a minimum biosolids cake solids percentage of twenty-five percent (25%). The WWTP produces an average of 235 tons per month of biosolids at 18% to 22% solids. To date, the facility has been producing 190 to 210 tons per month of biosolids. This amount may increase gradually as plant flows increase.
