The Government is requesting quotes for a site survey, equipment, and installation of an Access Control System (ACS) and Closed Caption Television (CCTV) System to meet physical security compliance requirements per Air Force Instruction (AFI) 31-101, DoDM 5200.01 Vol 3 Encl 3, Robins AFB specifications, and ESE-SIT-0001. The ACS must utilize Radio Frequency Identification (RFID) badges, and CCTV must ensure full control of personnel attempting to access the building. Areas "G" and "J" on the floor plan require ACS for Secret Open Storage accreditation. The contractor shall provide all necessary infrastructure upgrades, closed circuit television equipment, ancillary materials, and 24-hour battery backup emergency power. All equipment must be Commercial Off The Shelf (COTS) from the Non-Nuclear Intrusion Detection System (IDS) Non-Nuclear Configuration Management Database (CMD), installed in an approved and tested configuration. Compliance with Department of Air Force 31-101, DAFGM2022-01 GENADMIN, ESE-TP-0023, DAFI 31-220, and related standards is mandatory. The contractor shall perform verification testing, including information assurance and stability testing (CDRL 0001, Test and Turnover Plan), validate supplements to commercial technical manuals, support Government acceptance testing, and provide site-specific training. Factory equipment staging, onsite programming, testing, and training must be included. A certified Engineer must connect the system, and project management for subcontractors and onsite personnel is required. Sustainment services must ensure 24/7 ACS operation. The offeror must include in their quote a description of how they will fulfill both equipment and installation requirements, including qualifications and experience with Vindicator systems.
