Renovation of a municipal facility in Bloomington, Illinois. Completed plans call for the renovation of a municipal facility.

Question Deadline 04/16/2026 at 4:00 PM CT Questions may be asked during after this pre-submission conference, and all questions will need to be submitted. The mandatory pre-bid submission conference will allow potential Submitters to seek clarification of any ambiguity, conflict, and/or omission in this R.F.P. The Owner reserves the right to reject any or all Proposals, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional proposals. The Owner further reserves the right to reject the proposal of any Submitter whom it finds, after reasonable inquiry and evaluation, to not be responsible. The Owner may also reject the proposal of any Submitter if the Owner believes that it would not be in the best interest of the project to make an award to that Submitter. The Owner also reserves the right to waive all informalities not involving price, time, or changes to the specifications and to negotiate contract terms with the successful Submitter. The project consists of removal and replacement of existing IGUs on the fourth floor of the facility to improve energy efficiency, visibility, and occupant comfort. _ Conduct pre-work inspection of all fourth-floor windows. _ Protect interior furnishings and flooring with drop cloths or temporary barriers. _ Provide scaffolding or lifts as needed for exterior access. _ Removal of existing IGUs without damaging surrounding window frames. _ Dispose of old glass units in accordance with local environmental regulations. _ Inspect frames for damage or deterioration, report findings to the Mclean County Project Manager. _ Install new IGUs per manufacturer specifications on entire fourth floor. _ Ensure proper alignment, sealing, and insulation. _ Use low-E coated glass with argon gas fill for improved thermal performance. _ Replace or repair spacers and sealants as needed. _ Clean all newly installed glass surfaces. _ Remove all debris and protective coverings. _ Conduct final inspection with the Mclean County Project Manager upon completion. _ Attendance of an initial Planning Meeting with County representatives. _ Provide Insulated glass units that are double-pane including low-E coating and argon-filled glass. _ Daily cleanup of tools and materials from the work area. _ Provide any needed storage for materials. No onsite storage areas available. _ Permitting for facility work and parking is the awarded contractor's responsibility. _ Provide a full-time presence on the project to ensure efficiency and timely completion. _ Follow OSHA guidelines for fall protection and glass handling. _ Ensure compliance with local building codes and ADA requirements. _ Maintain clear egress paths during construction. _ IGUs must meet ASTM E2190 standards. _ Perform water and air infiltration tests post-installation. _ Submit warranty documentation for all materials. _ A 10% contingency shall be added to final bid price.
