Sealed bids are invited for the construction of Improvements and Repairs at Freestone Pier at Leesylvania State Park, Woodbridge, VA. The project is generally described as the construction of ADA access improvements and structural repairs at Freestone Pier and associated site work. A Bid Bond is required. Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 9 of the Instructions to Bidders and 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all bids. On February 26, 2025 Design and Construction section staff visited Leesylvania State Park to evaluate storm damage to the fishing pier. The damage occurred on January 29, 2025 as a result of a winter storm and associated ice flow in the Potomac River. While on site, DAC observed significant damage to the substructure, and framing members. Park personnel have closed the pier since the storm event. Structural damage appears to have included supporting columns, framing, both lateral and transverse bracing, floor joists, and some roof rafters. Seven of the eight primary supporting columns are compromised. Additional review will continue, as supporting members below the walking surface were difficult to review thoroughly. The storm damage created a significant loss to the fishing pier, and it is critical that the roof structure be stabilized, prior to being demolished, reconstructed, or replaced. Since the storm damage compromised the structural system of the fishing pier roof, and the structural system of the pier, I am declaring this event and all in-kind testing, removal and replacement as an emergency. All procurement associated with demolition, and repairs of the existing structure and in-kind construction replacement shall follow emergency procurement guidelines and comply with the Agency's risk management guidelines.
