Local Public Agency: City of South Bend Project Location: Western Avenue Transformation District Project Description: Engineering design for the public infrastructure and parking lots for a new mixed income residential community in South Bend. The project area includes the area bounded by Western Avenue to the North, South Street to the South, Scott Street to the West, and Taylor Street to the East (Rabbi Shulman/Monroe Circle Site), and City-owned properties to the northeast of the intersection of Taylor and Western. The scope includes utility design, two new street connectors between Taylor and Scott, including curbs, sidewalks, striping, street lighting, and street trees, one raised intersection on Western, parking lot design, and a stormwater management plan, including on site underground stormwater storage. The project will also include boundary survey and plat preparation for a major subdivision to establish the public ROW for the new street. The project will be two phases, with preliminary design for the entire project and full design for Phase 1, which includes the northern portion of the Rabbi Shulman/Monroe Circle Site and the City-owned properties.
