https://www.shawlocal.com/ogle-county-news/2025/09/25/rochelle-city-council-31-million-bid-for-downtown-work-approved/ The Rochelle City Council voted 4-3 on Monday, Sept. 22, to accept a $3,127,095 bid from DPI Construction, Inc. for phase two of its Rebuild Downtown & Main Street Grant Project. That phase will see the construction of a stage and restrooms downtown, the reconstruction of three parking lots, a new parking lot on the corner of Washington Street and Second Avenue, the reconstruction of the alley between Fourth and Fifth avenues, and a new storm sewer on Fourth Avenue. The first phase saw other parking lots in the downtown area reconstructed. The project stems from the city’s receipt of a grant for $1,151,794 for the downtown work in 2022. DPI Construction was the low bid of three, but was 11.4% over the engineer’s estimate. The city council considered removing the new parking lot from the project, which would have saved $321,545. City Councilmen Dan McDermott, Tom McDermott and Bil Hayes voted against the bid approval Monday. “I just wonder about the need for the new parking lot,” Dan McDermott said. “It’s nice to have a parking lot, but I don’t see a lot of commercial business down there that’s in need of parking.” Mayor John Bearrows said the cost of the new parking lot would only go up in the future due to rising construction costs. “If you don’t do it now and you wait a year, the cost is going to be higher next year,” Bearrows said. “If we have the money to do it, we owe it to the businesses there. We’ve told everyone we’re going to put a parking lot in there.” The project will be paid for through the grant funds, downtown tax increment financing (TIF) bonds, and landfill, hotel/motel tax and railroad funds. “We have the money to pay for the entire project,” City Manager Jeff Fiegenschuh said. “If we’re ever going to pave that parking lot, we should do it now while the contractor is here and mobilized. If we wait, it will cost significantly more to do it.” ---------------------------------------------------------------------------------------- Site Directions: East side of N. Main Street between 4th Avenue and 5th Avenue and 6: Northwest corner of Lincoln Ave and Lincoln Hwy; Parking Lots #8,#9: Southwest corner of N. 6th St. and at the southwest corner of Washington Street and 2nd Avenue. The proposed work for which the City of Rochelle is soliciting bids consists of "Contract No. 2: Stage/Restroom Facility and Parking Lot Improvements", and includes the following: Construct a new stage and restroom facility, the reconstruction of (3) City parking lots and the construction of a new parking lot at the southwest corner of Washington Street and 2 nd Avenue. The contract documents, including Drawings and Specifications, and form of contract and bonds for performance and payment, are on file at the office of the City Clerk, 420 N. 6th Street, Rochelle, Illinois 61068 and at the office of the ENGINEER, Willett, Hofmann & Associates, Inc., 809 East 2nd Street, Dixon, Illinois 61021. A certified check or bank draft, payable to the order of the City of Rochelle, negotiable U.S. Government Bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total bid shall be submitted with each bid. This project is being funded with a Rebuild Illinois grant which includes the following grant requirements. Bidder must comply with the requirement of the Business Enterprise Program (BEP) Act for Minorities, Females, and Persons with Disabilities (30 ILCS 575) and the BEP Utilization Plan. The BEP Act establishes the goal for contracting businesses that have been certified vendors to perform the anticipated direct subcontracting opportunities for this project. Bidder must comply with the Illinois Works Jobs Program Act ILCS559/20-1 et seq. which requires the contractor to hire apprentices to work at least 10% of the total hours worked in each prevailing wage classification. Bidder must also comply with the Employment of IL Workers on Public Works Act 30 ILCS 570/0.02 et seq. which requires 90% of the workforce to be IL residents during periods of high unemployment. Question Deadline 08/21/2025 Every request for such interpretation must be in writing addressed to Willett, Hofmann & Associates, Inc., 809 East 2nd Street, Dixon, Illinois 61021. To be given consideration, such request must be received at least seven (7) days prior to the date fixed for the opening of bids.
