**As of September 24th, 2025, the project was awarded to Pember Companies, but the awarded amount is not available.** The Washington County Community Development Agency (the Agency) seeks proposals for a General Contractor for the Oakhill Cottages Drainage Improvement Project. The site includes 40 cottages in eight single story buildings each with a set of detached garages. They were built for independent senior citizens age 55 years and older. The buildings are located at 14621-17689 Oakhill Court North and Oakhill Road North in Scandia, Minnesota. The Agency has partnered with Emmons & Oliver Resources (EOR) to develop a comprehensive stormwater plan to address existing drainage issues at the Oakhill Cottages. The Agency will utilize the Best Value approach to engage an experienced General Contractor as a critical member of the project team. A successful candidate will demonstrate the qualifications, experience, past performance, and capacity of their firm and key personnel in implementing successful projects similar to that proposed at Oakhill Cottages.
