Site work and renovation of a water / sewer project in Watertown, Tennessee. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The above designated construction work shall include the following described construction- Modifications to the existing water treatment plant including replacement of the high service pumps, installation of flow meters, piping replacement, valves, electrical work, SCADA modifications, and all other appurtenances as shown and specified in the Construction Documents. Each Proposal shall be accompanied by a certified or cashier's check or a satisfactory bid bond, payable to the City of Watertown, in amount not less than five (5) percent of the Base Bid as a guarantee that the bidder will, within fifteen (15) days after the date of the award of the Contract, execute an Agreement and file bonds and insurance as required by the Contract Documents if his Proposal is accepted. If an intended awardee fails to execute and file an Agreement, bonds and insurance as required by the Contract Document, the entire amount of the security submitted with the Proposal shall be forfeited. No bid shall be withdrawn after the opening of the proposals without the consent of the City of Watertown for a period of ninety (90) days after the scheduled time of the closing of bids. The bid securities of all bidders, except those submitted with the three lowest acceptable bidders, will be returned within fifteen (15) days after the time of the opening of the bids. The bid security accompanying the three lowest acceptable proposals may be held by the City of Watertown until a construction contract has been executed and a satisfactory Performance Bond in the sum of the full amount of the Contract has been delivered to the City of Watertown. The successful bidder shall be required to fully complete all work within 210 consecutive calendar days from and including the date to start work established in a written order from the City of Watertown. This project is being funded by Local Fiscal Recovery Funds and all bidders shall review and comply within the program requirements. This project is being funded by Local Fiscal Recovery Funds. The loan recipient must be in compliance with all applicable Davis-Bacon Act requirements. The Contractor shall comply with all applicable requirements found in 2 C.F.R part 200. The award of any Contract will be made by the City of Watertown to the lowest and best bid offer by a responsible bidder. Responsible bidder will be defined as one who furnished satisfactory evidence that the bidder has the experience and the ability and that he has sufficient capital and facilities to enable him to perform the work successfully and to complete the work within the time specified in the Contract Document. At a minimum, a responsible and responsive bidder shall have provided the required bid bond, have the capability of meeting the bond and insurance requirements, and be in compliance with Federal, State and local laws and regulations applicable to the project. Doc note: All work must be performed in accordance with and as provided in the Contract Documents, which are on file at the office of Water Management Services, LLC, Suite 401, 2 International Plaza, Nashville, Tennessee, 37217. Official (numbered). Event Bid Description: Sealed envelopes or packages containing proposals shall be marked or endorsed "Proposal for the Water Treatment Plant Improvements." "No proposal will be considered unless it is made on the proposal form, which is included in the Contract Documents. The Proposal must not be removed from the Contract Documents with which it has been bound by the City of Watertown, Tennessee. This Proposal must be addressed as indicated in the previous paragraph. It shall be the bidder's responsibility that the envelope be properly addressed to ensure that the Proposal is received on or before the appropriate time. The City of Watertown reserves the right to reject any proposal for failure to comply with all requirements of the notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The City of Watertown further reserves the right to reject all proposals.
