All questions regarding the Plans and Contract Documents are to be submitted to the Engineer in writing. Additions, revisions, corrections and/or clarifications considered necessary by the Engineer in response to such questions will be issued by Addenda posted by the Engineer to the QuestCDN website referenced in the Advertisement for Bids and emailed to plan holders in accordance with their notification settings assigned to their QuestCDN account. Reponses not deemed necessary or within too short of time-period to the receiving of bids may not be issued. Only questions responded to by Addenda will be binding.
