Belleville City Council reserves the right to waive any informalities and further reserves the right to reject any and all bids. This project consists of bituminous sealing of the park entrance roadway, all three parking areas, and all bike paths within Pleasant Hill Park and the bike path within Laderman Park in Belleville, Illinois. Work also includes pavement markings, tennis court conversion to pickleball courts, asphalt overlay paving of the pickleball courts, construction of a concrete sidewalk trail connector, an asphalt parking lot roadway connector, and all other work required to construct the proposed park improvements. Any and all firms and/or persons entering into a contract agreement with the City of Belleville shall be subject to and required to comply with all applicable local, State, and Federal requirements, in particular non-discriminatory equal employment opportunity and affirmative action on public contracts. Any and all contract agreements shall be in conformance with the Prevailing Wage Act (820 ILCS 130/0.01 et seq), Employment of Illinois Workers on Public Works Act (30 ILCS 570/0.01), and the City of Belleville's Project Labor Agreement.
