The Authority retains the right to reject any or all submittals, and to waive technicalities, irregularities, and informalities, or cancel this procurement at any time additional pre bid meeting note: A maximum of two (2) representatives from each firm may attend. Proposals are being requested for general contracting services as described and specified within this document. Any omissions from these specifications and supplemental specifications of any details or descriptions concerning any point, product, or service shall be regarded as meaning that only the best commercial practices are to prevail, and only services of the highest standards are required. Interpretations of these specifications shall be made upon the basis of the preceding statement during award consideration. SCOPE Construction Services. The contractor shall provide services to rehabilitate two approximate 780 linear foot 30 inch inside diameter steel condenser water pipes servicing the Georgia World Congress Center B mechanical plant. All measurements are to be field verified by the contractor. The contractor shall provide all labor, equipment, and subcontractors necessary to coat the inside of the pipes with a multi-layer elastomeric liner. The contractor shall furnish four new 30-inch butterfly valves and replace the existing valves. Two located in the pump room adjacent to the cooling towers, and two located in the B mechanical plant. All materials, labor and equipment to replace the valves shall be provided by the contractor. For the purpose of coating application, the contractor shall provide midpoint access of sufficient size to allow for the use of robotic application equipment. The contractor will use a qualified concrete subcontractor to saw cut and remove the concrete to provide access. Scan areas for utilities, an approved utility locater shall be employed. Located utilities shall be hand excavated to avoid damage to conduit and wiring. Remove debris to receptacle provided by contractor, location and removal method shall be discussed with GWCCA prior to work beginning. The cuts will be made without overcuts and dust control measures and vacuums will be used throughout the cutting process. The fill material shall be excavated around the pipes and the contractor will use a mechanical contractor experienced with large diameter pipe fitting to cut the pipe sections. The sections shall be removed from the excavation and flanges welded to the pipe sections and in ground pipe for reinstallation by the mechanical subcontractor. The pipe sections shall be coated with the same multi layer elastomeric liner before being reinstalled. Once reinstalled the flanged pipe sections will be leak tested under normal operating conditions. The excavation shall be backfilled with crushed stone and compacted. Install #4 rebar dowels every 12", drill holes 6" into existing concrete slab, flush holes with water, inject holes fully with epoxy suitable for structurally securing rebar doweling, following manufactures instructions for mixing and instillation. Insert lengths of rebar into the holes twisting to ensure even coating of epoxy along the length of the rebar inside of the holes. The rebar is to extend a minimum of 6" into the concrete pour. The concrete shall be 5,000 PSI and reinforced with wire or rebar. Control joints in existing slab shall be extended through repair pours. The concrete shall be finished and sealed to match existing. Pipe will need to be cut and flanged for access at changes in elevation and where opposing turns are encountered. The afore documented procedures will be used for excavation, concrete removal and replacement, pipe section removal and reinstallation, coating application and leak testing. In these areas manual application of the multi-layer elastomeric liner may be necessary. The preparation, coating material, and coating thickness shall match or exceed the specifications of the robotic instillation. Representatives of the Georgia World Congress Center will advise approximate locations of elevation changes and directional changes of the condenser water pipes but the contractor shall be prepared to locate these sections through nondestructive techniques prior to beginning excavation. The pipe is two runs of approximately 780 linear feet 30" ID mild steel located below grade at a depth of approximately 12-15 feet. The pipe shall be assumed to be in fair to good condition operating at >100 psi. The liner shall be designed to be a AWWA Class III semi-structural system fully bonded to the existing pipe at the ends of each pipe run and at all new flanged locations, allowing the liner to move inside the pipe if needed. The terminations shall be primed and profiled to achieve a strong bond at these locations. The liner shall have a design life of 50 years with a warrantee period of 25 years. The pipe lining shall be designed to perform with potential future breaches of the existing steel pipe of _2", internal pressure of _200 psi, and external negative pressures of _50 psi. The final liner installation, including transitions, shall be smooth with no edges. All components comprising the pipe liner system shall be manufactured by Nukote Coating System in the United States of America. The liner system shall consist of the following: Nukote Metal Prime I 100 _ at terminations Nukote ST-M 1000 _ first layer Nukote PP 400 11000 _ structural layer Nukote ST-M 2000 _ inner layer Total liner thickness 14,000 _ / 0.55" Surface preparation shall follow ISO 8540. All surfaces shall be cleaned with a high-pressure water jet of >5000 psi to remove organics and mineral deposits. All surfaces shall be clean and free from contamination. Terminations shall be mechanically cleaned with grinding to achieve 7 micron near white finish profile. Product application to proceeded only after the surface is free of trapped moisture. Product instillation all components shall be installed per manufactures instructions to include but not limited to storage, product shelf life, mixing, surface preparation, application equipment and application. The instillation processes and materials shall conform to AWWA C620. A minimum of 85% of the installation shall be installed robotically using RCOSH 1630 360 Ringtech system capable of accommodating pipe diameter of 30" and 450 feet of pipe run. The coating contractor shall be a current certified Nukote instillation contractor and have a NACE CIP level 3 inspector on site to supervise, inspect, and certify each phase of the coating instillation.
