The assessments are intended to evaluate potential environmental concerns and determine the presence of hazardous substances or petroleum products in accordance with ASTM standards and applicable federal, state, and local regulations. Furnish all labor, materials and equipment necessary to conduct Phase I Environmental Site Assessments (ESA) of County properties and proposed acquisition parcels as directed by the Board of County Commissioners. Services to be provided shall be in accordance with American Society for Testing and Materials (ASTM) Designation: E1527-XX, entitled, “Standard Practice for Environmental Site Assessment Process” latest revision. The St. Lucie County Board of County Commissioners reserves the right to waive any informalities or minor irregularities; reject any and all bids which are incomplete, conditional, obscure, or which contain additions not allowed for; accept or reject any bid in whole or in part with or without cause; and accept the bid which best serves the County.
