Washtenaw Community College ("College and/or "WCC") seeks proposals from licensed contractors whose primary business is in the removal and disposal of hazardous waste. The proposal relates to Hazardous Waste and Liquid Industrial By-Products disposal services such as lab pack services, gun range HVAC Filters, and incidental Vac Truck services. The purpose is to meet the waste disposal needs of the division as specified in section 3.0 Scope of Work. The selected Firm must be able to provide all deliverables outlined in this RFP. Response to this RFP confirms an understanding that this is not a contract or offer of business by the College. This request for proposal in no manner obligates the College to the eventual purchase of any products or services described, implied, or which may be proposed, until confirmed by written agreement, and may be terminated by the College without penalty or obligation at any time prior to the signing of an agreement, contract, or purchase order. In submitting a proposal, Firm agrees that all materials associated with, attached to, or referenced by the submitted proposal will become the property of the College and may be incorporated into a subsequent contractual agreement. The College is not liable in any manner or to any extent for any cost or expense incurred by the Firm in the preparation, submission, presentation, or any other action connected with proposing or otherwise responding to this RFP. Such exemption from liability applies whether such costs are incurred directly by the Firm or indirectly through the Firm's agents, employees, assigns, or others, whether related or not to the Firm. The College reserves the right to reject any and all proposals and waive any irregularities. Proposals which fail to comply fully with any provisions of this document may be considered invalid and may not receive consideration. The College also reserves the right to negotiate terms and conditions of a contract with the awarded Firm. The College reserves the right to award a contract based on any combination of the specifications described herein. All questions received by the deadline date will be posted with answers online Requests for Proposals and Bids by Monday, 8/18/25 at 2:00 p.m. EDT. Written Questions Responded by the College Due: August 18, 2025 Project Scope/Specifications The college expects to enter into an agreement with the successful Firm(s) for a period of contract signature date to September 1, 2026 with an option to extend the contract for up to three (3) one (1) year periods. Response to this RFP confirms an understanding that this is not a contract or offer of business by the college. Washtenaw Community College is registered as a small quantity generator with one EPA identification number. The services requested in this proposal include periodic collection of hazardous lab waste, HVAC lead contaminated gun range filters, and the emptying of underfloor liquid industrial by-product (LIB) tanks as required. Services will include packaging, manifesting (including preparing the land ban notification forms), any and all other regulatory requirements and the appropriate disposal of the various hazardous wastes and LIBs generated by the college. WCC seeks to dispose of its discarded material in the most environmentally sound way available and there is an expectation that the service provided will meet this requirement. The scope of work includes, but may not be limited to: Lab packing of all wastes, supply of waste packing materials and containers, preparation of the manifests, land ban notifications, and any other regulatory required paperwork. Same day removal of the waste (unless extenuating circumstances exist). The proper packing, storage, labeling, and transportation of all collected materials utilizing licensed hauling vehicles pursuant to any and all local, state, and federal laws and regulations relating to the collected materials. The correct storage and disposal of all wastes at a properly licensed disposal site pursuant to any and all local, state, and federal laws and regulations. Written documentation of the total quantity of each waste, its disposal site, and all required paperwork and electronic records to verify disposal at a licensed facility to be provided to the Resource Recovery Manager within (30) days of each collection. Provide waste consultations, annual reports, and timely response to service requests.
