The project site is located along new City of Tupelo right-of-way from the intersection of North Gloster Street and Commonwealth Boulevard to West Barnes Crossing Road within the City limits of Tupelo, MS. This work consists of the widen- ing of construction of approxi- mately 1.4 miles of new 5 lane roadway from the intersection of North Gloster Street and Common- wealth Boulevard to West Barnes Crossing Road. The work will in- clude but is not limited to earthwork, base construction, paving, drainage, striping, curb and traffic signalization. Defined quantities to be bid are specified in the Contract Documents. A satisfactory Bid Bond exe- cuted by the Bidder and an ac- cepted Surety, a certified check, or bank draft payable to the City of Tupelo, Mississippi, on negotiable U.S. Government Bonds (at par value), shall be submitted with each bid in an amount equal to five percent (5%) of the total bid. In the letting of public contracts, preference shall be given to resident contractors, and a nonresident bidder domiciled in a state having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidder's state awards contracts to Mississippi contractors bidding under similar circumstances; and resident contractors actually domiciled in Mississippi, be they corporate, individuals, or partnerships, are to be granted preference over nonresidents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident.
